®25 City Attorney Haynes explained the expense of a contractor's required to be bonded which increases his cost, as opposed to the City taking all_ the risk by doing projects in house, and the City would save approximately 13 to 18 %. After further discussion, a motion was made by Councilman Jim Bell, seconded by Councilwoman McDonald for approval of the Police Department's Roof as an in house project, and to be funded by the Certificates of Obligation, Series 1993, along with placing an expenditure cap of $50,000.00. for the project. The motion carried 5 ayes, 0 nays. City Manager Malone stated the next project was the Police Department Heating and Air Conditioning System, City Manager Malone said the current chiller will be removed from the roof. The Committee looked at that also, and we would like to authorize this as an in house project with the City Engineer as Project Manager. Councilman John Bell reported that the Heating and Air Conditioning System definitely needs to be a project. The chiller is on top of the roof, it is old, and expensive to operate. Earl Smith, City Engineer, said he felt that this project could be completed for approximately $20,000.00. After discussion, a motion was made by Councilman Shelton to approved the Police Department Heating and Air Conditioning System as a project for the Certificates of Obligation, Series 1993, with a $20,000.00 limit and to be an in house project. The motion was seconded by Councilman John Bell, and carried 5 ayes, 0 nays. City Manager Malone said the last project for consideration is clean, secure, stabilize or demolish the building at 250 S. Main Street. City Manager Malone said this building has a basement that is very dangerous and needs immediate attention. The owner of the building can not be located, and as the City has declared the building dilapidated, the City would be liable for any injury. City Manager Malone said to remove the building, we would like to authorize it as a project, pursue in the most economic way by getting prisons to remove material that is flammable. Councilman Jim Bell wanted to know why we would order it done, why would we work on it. City Attorney Haynes explained that it is a liability, we have declared dilapidated, we have no one available to force to clean it up, and if we foreclose on the property all of the other entities will be owners also, and they might not want to put any money into it, and if it had value, ownership would be desirable. After further discussion, a motion was made by Councilman Jim Bell to repossess the building, clean, secure, and stabilize the building after foreclosure, and to spend $10,000.00. The motion was seconded by Councilman Shelton.
