It was his opinion that a motion can be made if it has not already been made, and it can be seconded if it has not been seconded, that the minutes be corrected in the fashion that Councilman Jim Bell has stated, and that matter becomes an issue for the Council to vote upon. Either way, the Council still has the item on the agenda, it is a posted agenda, and the Council can made motions concerning it, set a time, change the time, or any of those things since it is on the agenda. Councilman Jim Bell again stated that his motion is to correct the minutes to read as it should, and as it was made, that the item would be tabled until the Attorney General's opinion is received, and there is no time limit that it will be tabled and remain on the table until such time as the item is received. The motion was seconded by Councilman Shelton, who stated that he is correct, that he seconded the original motion, and what he said is the way the motion was placed. After discussing the status of Councilman Brown as to whether he has to vote on the motion as he was not at the April 7, 1994 City Council meeting, . the motion failed with 3 ayes, 3 nays, Mayor Fisher, Councilman Williams, and Councilwoman McDonald voting nay, and Councilman Brown not voting. City Manager Malone announced that the next item on the agenda is receipt of reports from committees, boards and commissions, with minutes for the Building Hazard Inspection Committee, Paris /Lamar County Board of Health, Lamar .County Rural Health Clinic Board, Paris Public Library Advisory Board, Paris Economic Development Corporation Board, and Traffic Commission with no action being required. Under personal appearance, Mr. Curtis Fendley representing the Paris Economic Development Corporation regarding economic recruitment services was present, telling the Council that the PEDC was requesting that the PEDC be allow with the City to enter into a professional service agreement with the Chamber of Commerce for the Economic Development Director as the Chamber Manager, Dick Chamberlain, is retiring at the end of June. JoAnn Parkman came to PEDC two weeks ago and requested that PEDC enter into a professional service contract with the Chamber of Commerce to have Chamber Manager /Economic Development Director, and that Economic Development Director would carry out the strategy plan that the Pace Group is putting together right now to market our community to other industrial prospects, and work in coordination with the City. Mr. Fendley said the request is for $25,000.00, and asked for permission to enter into the contract with the Chamber of Commerce with City Attorney Haynes being allow to draft the contract for one year subject to.review annually. City Attorney Haynes said the discussion before the PEDC was this would be a contract of services as opposed for a personal service contract in that the service being procured would be that of industrial recruitment.
