Ms. Horne again asked the City Council to please ban smoking from all public buildings in the City of Paris. Ms. Horne said she was asking this because she cares about herself, her family, her friends, and all other people. After further discussion with Ms. Horne, Mayor Fisher polled each Councilmembers on their feels regarding banning smoking city wide. Councilman Shelton - each individual business has the right to make decision as to what goes on in their business, now if you choose not to do business there,. that is your privilege; Jim Bell - in small businesses and businesses that the owners would have that right, he hesitates to take that right away from them, but he has no objections to banning smoking all together, but by the same token too, there are certain rights they have; Councilwoman McDonald - individual business owners has the right to allow smoking or no smoking, the individual person has a right to smoke or not smoke; Councilman Brown - I am a non - smoker, I have a non - smoking facility in my office, I do not believe in the government telling an individual how to operate his business; Councilman John Bell - I believe this country is formed on freedom and choice, you can not have freedom if you do not allow others freedom; Councilman Williams - I am a non - smoker, and hopeful tonight we can make a decision as this issue is on the agenda; Mayor Fisher - I do not have a problem with banning smoking. Mayor Fisher declared the public hearing open concerning property determined by the Building Hazard Inspection Committee to be a fire hazard and /or dilapidated or dangerous structures and or a nuisance. Mike Alexander, City of Paris Code Enforcement Office, was present telling the Council that there were sixteen structures that have been declared a hazard that there was a person in the audience who might want to speak regarding Item No. 4, 516 E. Tudor, Lot 5 -A, City Block 61, referred to as Charlie Morgan Domino Shack, and 510 E. Tudor, Lot 5, City Block 61, referred to as the Shoe Shine Parlor, belonging to McKinley Johnson. Mr. Alexander advised the motion of the Building Hazard Inspection Committee was to declare dilapidated and a hazard due to drug activity and order removed within 30 days for both structures. Mayor Fisher advised that Mr. Johnson had called him last week and I told him that I would address the issue for him he did not feel like speaking. Mayor Fisher said that Mr. Johnson did make an attempt to make corrections to the piece of property known as the Shoe Shine Parlor, but he was not sure what the status is now, but Mr. Johnson requested that he be given 60 day to work on the property. Mr. McKinley Johnson was presented telling the Council that he was the owner of the two pieces of property, and at the time the property was declared dilapidated he was in the hospital in Dallas, and he did not have notice of this being done, and requested additional time to make repairs. Mr. Johnson answer City Attorney question of his intention to improve the property by answering yes and that some progress has been made.
