Mr. Louis told the Council that gangs use that place as a crack house. Mr. Johnson is trying to do everything he can, but he did not thing it was in his power, and it is private property which is hard for the police to control all the time without having the owners being there to work with the police. Mr. Alexander and Steve Burgin both advised it would cost more to repair the building than what they are actual worth, or would be worth, and once they are repaired, they will be torn up again in a short period of time After further discussion, a motion was made by Councilman Shelton, seconded by Councilman Brown The Motion carried 7 ayes, 0 nays. After Mr. Alexander presented 14 other pieces of property with no one else appearing, Mayor Fisher declared the public hearing closed. A motion was made by Councilman Bell, seconded by Councilwoman McDonald authorizing preparation of an ordinance declaring certain structures to be hazardous and the disposition of the same with the exception of Item No. 4 and 5 of the list, directing the Building Hazard Inspection Committee to go out and do an appraisal of the property to bring it up to meet the standards of the City of Paris, and if he is willing to spend that amount of money to do so, then he should be allow 30 day to do so, if not it should be torn down. Give Mr. Johnson a list items that needs to be corrected. Directed that Mr. Johnson be notified in writing of the consequences of possible drug activities. The motion carried 7 ayes, 0 nays. City Manager Malone called for consideration of and action on authorizing the preparation of an ordinance for a No smoking ordinance which would restrict or eliminate smoking in buildings to which the public is invited, with businesses having the option to permit smoking in designated areas with proper ventilation in accordance with City requirements and constructed under City inspection, or providing smoking under the option to post warning notices that smoking is permitted and occurs upon the premises and it would be hazardous to your health to enter such facilities. Ken McKee, 1355 N. Collegiate Drive, appeared before the Council stating that he owns his business, and should be able to say if it is smoking or non - smoking. Mr.McKee said he permits smoking in is facility, and did not think anyone should be able to tell him that he has to stop smoking in his business, but would not have a problem with posting a sign stating smoking was permitted. Ms. Horne again appeared before the Council voicing her objection to smoking in public buildings and businesses.
