Karl Louis, Police Chief, was present telling the Council that only one application has been applied for with the Texas Alcoholic Beverage Commission, that being the location at 725 7th N. W., and we have already issued a protest on it. City Manager Malone said the resolution would only oppose private clubs at those three locations regardless of who owns the property, and if they do not make application for a private club, then the resolution would have no effect. Troy Bray owner of the property at 1175 the N. W., ca,e forward telling the Council that he did not know anything about this until he read it in the newspaper about proposing a club on his property. Mr. Bray said he did not know anything about a club being established on his property. City Manager Malone said the City had received a protest regarding this location, and apologized to Mr. Bray. Councilman Jim Bell made a motion to get an appropriate ordinance restricting them further, and in the future to along with that on any of these properties that the owners be aware of it. City Attorney Haynes said that it was important that the Council remember that the item on the agenda would not permit you to take anything away from anyone. This is the decision making time as to your wish to authorize any further action in this area, but this would not permit you to even after the resolution opposing these things. After further discussion, Councilman Jim Bell withdrew his motion. Councilman Williams told the Council that he represents the area of 725 N. W. 7th, and what he has seen so far, there are two churches north of this site with in two block, and there is one church south of this location, not to mention the highly crime area that this is, and further stated that he was strongly against a club being allowed in this area. After additional discussion, a motion was made by Councilman Jim Bell authorizing preparation of a resolution opposing a private club that has been applied for at 725 7th N. W. The motion was seconded by Councilman Williams, and carried 7 ayes, 0 nays. A motion was made by Councilman Jim Bell, seconded by Councilman Shelton to take a short break. The motion carried 7 ayes, 0 nays. Mayor Fisher reconvened the Council meeting at 8:15 P. M. Resolution No. 94 -026, resolving that the personal property described in Exhibit A, be, and the same is hereby declared to be surplus property of the City of Paris and the same may be added to the list of property to be auctioned on April 16, 1994, was presented.
