713 <br />MINUTES OF THE <br />PLANNING AND-ZONING COMMISSION <br />JANUARY 3, 1994 <br />V <br />The Planning and Zoning Commission of the City of Paris, Texas met <br />in regular session Monday, January 3, 1994 at 5:30 P.M. in the <br />Council Room, City Hall, Paris, Texas with the following members <br />present: <br />1. Reeves Hayter - Chairman <br />2. Eric Clifford <br />3. Curtis Fendley <br />4. Aaron Jenkins <br />5. Louis Yates, Jr. <br />Also present were Earl Smith, City Engineer and Joe McCollum, <br />Director of Community Development. <br />Chairman Hayter called the meeting to order and the Minutes of <br />December 6, 1993 were approved as presented. <br />Chairman Hayter ask for a motion to bring from the table the <br />petition of Buford Jordan for a change in zoning from a Two Family <br />Dwelling District (2F) to a Multi- Family Dwelling District No. 1 <br />(MF -1) on Lot 10, Block 6, Locust Hill Addition located at 1022 <br />S.W. 3rd Street. Mr. Clifford made a motion, seconded by Mr. <br />Jenkins to bring the item from the table. The motion carried 5 <br />ayes, 0 nays. <br />Chairman Hayter declared the public hearing open and Mr. Loyd <br />Melvin spoke for the petition saying he intended to buy the <br />property and replace the burned out house with a 7 unit apartment <br />building. He said they would be small efficiency units. No one <br />else was present to speak on the matter and the public hearing was <br />closed. Following questions about the lot size being large enough <br />for the 7 units, a motion was made by Mr. Clifford, seconded by Mr. <br />Fendley to recommend approval of the change. The motion carried 5 <br />ayes, 0 nays. <br />Chairman Hayter opened the public hearing to consider a change in <br />zoning from a One Family Dwelling District No. (SF -2) to a Planned <br />Development - Retail District (PD -a) on Lots 8 -A, 8 -B, 9, 10, 10 -A <br />and 11, City Block 222 -B and on Lots 16 and 17 and part of Lots 15 <br />and 18, City Block 286 located between Lamar Avenue and E. Price <br />Street from Collegiate Drive west to a point 158 feet west of 27th <br />N.E. <br />Eddie McFadden owner of one of the Lots spoke for himself and other <br />land owners within the area under consideration, saying that they <br />would rather their property be zoned General Retail than Planned <br />Development as proposed by the. City Council. He presented <br />petitions supporting General Retail zoning and requested the <br />Planning Commission to table the matter until their next meeting in <br />order that they might get the City Council's reaction to GR zoning. <br />
