A motion was made by Mr. <br />Jenkins, seconded by Mr. Yates to table the item. The motion <br />carried 5 ayes, 0 nays. <br />Chairman Hayter declared the public hearing open on the petition of <br />the Lamar County Human Resources Council, Inc. for a change in <br />zoning from a One Family Dwelling District No. 2 (SF -2) to a <br />Planned Development - Housing District (PD -b) on Lot 9, City Block <br />311 located at 3390 Clarksville Street. <br />Betty Rildahl, Executive Director of the LCHRC, Inc. told the <br />Commission that a matter was pending which would affect their <br />application for zoning and requested the item be tabled until the <br />next meeting to determine the effect. A motion was made by Mr. <br />Yates, seconded by Mr. Jenkins to table the item. The motion <br />carried 5 ayes, 0 nays. <br />Chairman Hayter declared the public hearing open on the petition of <br />Darrell Coats for a Site Plan approval in a Planned Development - <br />Housing District (PD -b) on the south 250 feet of Lots 18 -A and 19, <br />City Block 249 located on the east side of S. Collegiate Drive, 160 <br />feet north of Hubbard Street. <br />Mr. Coats presented his Site Plan for a 39 unit apartment complex <br />which had been redesigned to address the concerns of adjacent home <br />owners abutting the property on the south and east. The revised <br />Site Plan provides a green belt of 40 feet along most of the south <br />property line and a 20 foot green belt along the east property line <br />and the remainder of the south property line. He pointed out that <br />the nearest apartment wall would be 62 feet from the south boundary <br />line and 72 feet from the east boundary line. He plans a 6 foot <br />high wooden fence along the south line to further screen his <br />development from the single family homes. <br />He went on to say that he had made every effort he could to satisfy <br />their concerns and requested approval of the Site Plan. <br />Gary Nash, 2825 Hubbard Drive spoke against any development of two <br />story construction. <br />Don McLaughlin, attorney representing approximately 20 persons in <br />attendance, told the Commission that 2 story apartments would <br />destroy the value of homes adjacent to it and that the Commission <br />could control such things as height of buildings in a Planned <br />Development Zoning District. He ask that the Site Plan be <br />disapproved. <br />Betty Vandever, 2720 Hubbard opposed the development fearing it <br />would aggravate the already serious drainage problem around her <br />home. <br />
