N
Considerable discussion was held concerning the matter and its
relationship to the approved Master Plan amendment which required
the acquisition of right of way for 31st N.E. between Loop 286 and
Center Street to occur before this section of Center Street is
closed.
Following discussion, a motion was made by Mr. McCarthy, seconded
by Mr. Kent to continue the public hearing and table action on the
proposed closing until right of way for 31st N.E. between Loop 286
and Center is acquired. The motion carried 6 ayes, 0 nays.
Mr. Clifford rejoined the meeting at this time.
Chairman Hayter announced the next item on the Agenda was to
consider an amendment to the Street Master Plan relative to a
proposed thoroughfare involving the easterly extension of Clement
Road at 36th N.E.
Mr. Wayne Brown appeared before the Commission asking that
consideration be given to deleting this proposed thoroughfare which
affects his proposed residential development:
He said that need for the future street was questionable and that
practically speaking, he could not see it being built as proposed
within the foreseeable future. He pointed out that Smallwood Lane
north of his property was an established east -west street which
could serve as a main traffic feeder.
The Commission discussed alternatives to the proposed road and the
City Engineer pointed out that the recent amendment calling for
31st N.E. to connect Loop 286 and F.M. 195 affected the issue. He
said they would intersect F.M. 195 at about the same location.
Mr. Smith agreed that the road, as proposed, did not appear to be
realistic within the next 25 or more years.
Mr. McCollum advised that sufficient depth could be added to the
lots Mr. Brown proposes to allow the acquisition of 30 feet for
street purposes at a later date.
Chairman Hayter pointed out that 36th N.E. was heavily traveled and
consideration should be given to making it a 60, right of way.
Following discussion, a motion was made by Mr. Clifford, seconded
by Mr. Fendley to recommend an amendment to the Master Plan by
deleting the proposed Type C Thoroughfare from 36th N.E. and
Clement Road east and south to Pine Mill Road.. The motion carried
7 ayes, 0 nays.
