MINUTES OF THE REGULAR MEETING OF THE CITY'COUNCIL <br />February 4, 1993 <br />The City Council of the City of Paris met in regular session Thursday, <br />February 4, 1993 6:00 P.M. City Council Chambers, City Hall, <br />Paris,Texas. Mayor George Fisher called the meeting to order with the <br />following. Councilmembers present: Don Shelton, Jim Bell, Millie <br />Ingram,- Wayne Brown, Rondie Williams, and Billy Joe Burnett. Also <br />present :was City Manager, Michael E. Malone, City Attorney, Haynes, and <br />City Clerk, Mattie Cunningham. <br />Joe McCollum, Director of Community Development,. was present and <br />presented the minutes of the Planning and Zoning Commission's meeting <br />held February 1, 1993, and attached hereto as part of these minutes as <br />Exhibit A.' <br />Mayor Fisher declared the public hearing open to consider a change in <br />zoning from a Neighborhood Service District (.NS:) and General Retail <br />District (GR) to an appropriate zoning classification on Lots 1 and .2, <br />Block 2 Fitzhugh Addition located at 1295 Fitzhugh Avenue belonging to <br />Jesse Hall. <br />Mayor Fisher called for proponents to appear, and Jesse Hall, 865 5th <br />N. E., appeared. stating he would like to have commercial zoning at this <br />location in order to operate an auto parts, auto sales, and service <br />center, which would eliminate the club. <br />City Manager Malone advised the Council that the Planning and Zoning <br />Commission had. recommended Neighborhood Service :zoning which would <br />allow small businesses, church as barber shops, beauty shops or <br />convenience stores. <br />Joe Mctollum,'Director of Community Development, was present advising <br />that a new auto parts would be allow if under .5 -thousand square feet, <br />repair and auto sales would not be allowed. <br />City Attorney Haynes said it would take a majority vote to, approve the <br />request.of Mr. Mall.. <br />Mr. Hall said he asked for a special permit for auto parts and <br />service.. Mr. Hall said he talked to Mr. Rios,.'advising that he would <br />have to talk to'HUD, but did not think there would be a problem. <br />Mr. Rios came forwarding stating that the recommendation by the <br />Planning and Zoning Commission, he did not have an objection to it, <br />Neighborhood Service is what they were inclined to agree with. <br />Councilman Bell discussed the possibility of downgrading the zoning <br />that it'would take property rights away from Mr..Hall. <br />Mr. McCollum pointed out that there were two separate matters on this <br />property, Mr. Hall made application for a zoning change on Lots 1 and <br />2, Block 2, Fitzhugh Addition from Neighborhood Service District and <br />General, Retail District to a Commercial District in January.
