E <br />Chairman Hayter next opened the public hearing to consider a change <br />in zoning from a Central Area District (CA) to a Public Lands and <br />Institutions District (PLI) on Lot 1, City Block 15, Lot 9, City <br />Block 6, Lot 12, City Block 180 and Lot 5 -A, City Block 179 -A <br />located at the intersection of S.E. 1st Street and E. Kaufman <br />Street belonging to the City of Paris. <br />Mr. McCollum spoke for approval, saying the Commission and the <br />Council wanted all publicly owned facilities to be properly zoned <br />as Public Lands and Institutions District. This property, he said, <br />includes the City Hall, City Hall Annex, Central Fire Station, <br />Water Office and City Parking Lots. <br />No one else spoke and the public hearing was closed. <br />A motion was made by Mr. Kent, seconded by Mr. Powell to recommend <br />approval of the change. The motion carried 7 ayes, 0 nays. <br />Chairman Hayter next opened the public hearing to consider a change <br />in zoning from a One Family Dwelling District No. 2 (SF -2) to a <br />Public Lands and Institutions District (PLI) on Lot 1, City Block <br />241 -B located at 401 N.W. 18th belonging to the Paris Independent <br />School District. <br />Mr. McCollum advised the Commission that this property was the site <br />of Justiss Elementary School and it should be zoned Public Lands <br />and Institutions District. <br />No one else spoke and the public hearing was closed. <br />A motion was made by Mr. McCarthy, seconded by Mr. Powell to <br />recommend approval of the change. The motion carried 7 ayes, 0 <br />nays. <br />The Replat of Lots 4 and 5, Block F, Lamesa Heights Addition No. 4, <br />was recommended for approval on a motion by Mr. Clifford, seconded <br />by Mr. Yates, subject to the requirements listed in City Engineer's <br />Memorandum dated February 1, 1993, marked Exhibit A attached <br />hereto. The motion carried 7 ayes, 0 nays. <br />The Commission next considered approval of the Preliminary Plat of <br />Parcouest Phase 1 upon which the developer had requested variances <br />to curb and gutter requirement on Bonham Street and concrete lining <br />of a drainage way. <br />Jake Street, developer, told the Commission of his plans to have a <br />Homeowner's Association to maintain all common grounds including <br />the drainage ways. He said the drainage ways would be landscaped, <br />with pedestrian paths along and across them and he would like to <br />keep the general public out if those areas. <br />
