Eddie Vincent was also present voicing his opposition to the billboard <br />sign being place at that location. Mr. Vincent said he was in the <br />process of opening a restaurant on the southwest corner of <br />intersection of Collegiate and Lamar, and stated they were strongly <br />opposed to the zoning change. <br />No one else appeared, and the public hearing was declared closed. <br />After discussion, a motion was made by Councilman Booth, seconded by <br />Councilman Kent to deny the zoning change of Mr. Sterling. The motion <br />carried 6 ayes, 0 nays. <br />Mayor Clifford declared the public hearing open on the petition of <br />Jericho Properties for a change in zoning from a Two - Family Dwelling <br />District (2F) to a Neighborhood Service District (NS) on Lots 4, 5, 6, <br />7, & 8, Block 3, Marysville Addition, located at 970 12th S. E. <br />Mayor Clifford called for proponents to appear, and Mr. David Conder, <br />one of the property owners appeared presenting the 'Council with a <br />handout. <br />City Manager Malone advised the Council that the Planning and Zoning <br />Commission's recommendation was to deny the zoning change. <br />Mr. Conder's handout included a revised proposal for Lots 6, 7, and 8, <br />Block 3, Marysville Addition to be left as Two Family Dwelling and <br />Specific Use Permit for Child Care (25), and Lots 4 and 5, Block 3, <br />Marysville Addition to be rezoned to Neighborhood Service District. <br />Mr. Conder requested the Council's consideration of the new proposal. <br />J. M. Fisher, 1105 Cedar Street, appeared before the Council stating <br />that he was no longer against the zoning change. That he and other <br />property owners had met with the property owners and worked out the two <br />different zoning changes which will limit future use of the property. <br />Mr. Fisher said he -feels it would be a credit to the community. <br />Carles Sterling, 952 13th S. E. was present stating he was in favor of <br />the zoning change. <br />Pat Bazzani was also present voicing her approval of the zoning changes. <br />No one else was present, and the public hearing was declared closed. <br />A motion was made by Councilman Wortham to approve the rezoning of Lot <br />4 and 5, Block 3, Marysville Addition to Neighborhood Service District, <br />and Lots 6, 7, and 8, Block 3, Marysville Addition being left as Two <br />Family Dwelling District and granting a Specific Use Permit for Child <br />Care, and called for the preparation of an Ordinance to be presented at <br />the next council meeting. The motion was seconded by Councilman <br />Fendley and carried 5 ayes, 1 nay. Councilman Booth voting nay. <br />Mayor Clifford declared the public hearing open to consider a change in <br />zoning from a Heavy Industrial District (HI) to a Public Lands and <br />Institutions District (PLI) on Lot 14, City Block 156 and Lot 1, City <br />
