Ordinance to be presented at the next regular council meeting. The <br />motion carried 6 ayes, 0 nays. <br />Joe McCollum, Director of Community Development, presented a Replat of <br />Lots 4 and 5, East Park Center, and advised the Planning and Zoning <br />Commission's recommendation was to approve the replat subject to the <br />requirements of the City Engineer. A motion was made by Councilman <br />Wortham, seconded by Councilman Fendley for approval of the Replat of <br />Lots 4 and 5, East Park Center, subject to the requirements of the City <br />Engineer. The motion carried 6 ayes, 0 nays. <br />Mr. McCollum presented the Preliminary Plat of Greenwood Village, Phase <br />1. Mr. McCollum advised the recommendation of the Planning and Zoning <br />Commission was to table. A motion was made by Councilman Booth, <br />seconded by Councilman Davidson to table the Preliminary Plat of <br />Greenwood Village, Phase 1. The motion carried 6 ayes, 0 nays. <br />City Attorney Haynes presented the following petition for rezoning: <br />Travis Grayson, Lot 4, City Block 175 -A from SF -2 District to SF -3 and <br />Specific Use - Mobile Home (39) District. <br />Mayor Clifford referred the petition to the Planning and Zoning <br />Commission for their study and recommendation and called for a public <br />hearing February 9th 1989. <br />Mayor Clifford declared the public hearing open on the petition of the <br />Paris Housing Authority for a change in zoning from a One - Family <br />Dwelling District No. 2 (SF -2) to a Planned Development - Housing <br />District (PD -b) on part of Lot 1, City Block 253 -F, located on the <br />south side of Jackson Street, approximately 237 feet east of 17th S.E. <br />Mayor Clifford called for proponents to appear, and Ms. Becky McDowell, <br />r-- Executive Director of the Paris Housing Authority, appeared before the <br />Council In behalf of the petition requesting one more time for <br />consideration even though the Planning and Zoning Commission had denied <br />their request. Ms: McDowell told the Council the Housing Authority has <br />been approved for a $2.5 million dollar grant to build 50 units of <br />public housing consisting of 3 and 4 bedroom' units, and the Jackson <br />Street site was preferred due to its location. Ms. McDowell told the <br />Council if the they refuse to allow the zoning change, the Housing <br />Authority will be in search of land that will meet their guidelines. <br />City Attorney presented registration list consisting of 263 signature <br />of those who were present and in opposition. <br />Mayor Clifford called for opponents to appear, and Ben Vaughan, 1225 <br />20th S. E., appeared before the Council stating he lives approximately <br />400 feet of the proposed site for rezoning. Mr. Vaughan stated he was <br />representing the majority of the people who signed the petition <br />containing over 540 signatures opposing the zoning change, which was <br />presented to the Planing and Zoning Commission January 3rd. Mr. <br />Vaughan requested the Council's consideration in this matter. <br />
