794 <br />MINUTES OF THE e\ ' <br />PLANNING AND ZONING COMMISSION <br />JANUARY 3, 1989 <br />The Planning and Zoning Commission met Tuesday, January 3, 1989 at 7:00 <br />P.M. in the Council Room, City Hall, Paris, Texas with the following <br />members present: <br />1. <br />Freddy Swaim, Chairman <br />5. <br />Reeves Hayter <br />2. <br />Nadine Ausbie <br />6. <br />Ronnie Nutt <br />3. <br />Billy Joe Burnett <br />7. <br />Kyle Perry <br />4. <br />Mike Copeland <br />8. <br />Dorothy Smith <br />Also present were T.K. Haynes, City Attorney, Earl Smith, City Engineer <br />and Joe McCollum, Director of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of the <br />December 5, 1988 meeting were approved as presented. <br />Mike Copeland and Reeves Hayter were recognized as new members of the <br />Commission and welcomed by Chairman Swaim. <br />Chairman Swaim declared the public hearing open on the petition of <br />George 0. Fisher for a change in zoning from a General Retail District <br />(GR) to a Commercial District (C) on Lot 13, City Block 222 -A located <br />on the northwest corner of Lamar Avenue and 25th N.E. <br />The applicant was not immediately present and a motion was made by Mr. <br />Burnett, seconded by Ms. Ausbie to table until later in the meeting. <br />The motion carried 8 ayes, 0 nays. <br />Chairman Swaim next opened the public hearing to consider the petition <br />of the Paris Housing Authority for a change in zoning from a One Family <br />Dwelling District No. 2 (SF -2) to a Planned Development - Housing <br />District (PD -b) on part of Lot 1, City Block 253 -F, located on the <br />south side of Jackson Street, approximately 237 feet east of 17th S.E. <br />Mr. Copeland asked to be excused due to a conflict of interest. <br />Motion was made by Mr. Burnett, seconded by Mrs. Smith to excuse Mr. <br />Copeland. The motion carried 7 ayes 0 nays. <br />Becky McDowell, Executive Director of the Paris Housing Authority, <br />spoke for the petition saying that Paris had been approved for a $2.5 <br />million grant to build 50 units of public housing consisting of 3 and 4 <br />bedroom units. She said that several sites had been proposed but the <br />Jackson Street site was preferred due to its location. She outlined <br />HUD criteria for the housing saying that it has to be in a residential <br />area with less than 21% minority residents. <br />In response to questions from Commission members, she addressed the <br />need for additional housing, screening for housing applicants, <br />occupants per unit, monitoring of tenants and proposed security <br />measures. <br />i <br />1 <br />t <br />
