PAGE 2 <br />She went on to say that there are no options for use of this HUD money. <br />It must be used for 50 family housing units in an area that meets their <br />criteria. <br />Chairman Swaim asked if there was anyone else to speak in favor of the <br />petition. There being none, he called for opponents to speak. <br />City Attorney Haynes presented registration lists of 344 persons who <br />were present in opposition. <br />Ben Vaughan, 1225 20th S.E., saying he represented many of the people <br />present presented petitions containing over 540 signatures of area <br />residents who opposed the change in zoning. He said that the residents <br />of the area had complied with zoning and other code requirements and <br />had invested considerable money in their properties which would be <br />jeopardized by a multi - family development. He cited the negative <br />effect it would have on the area and requested the Commission to deny <br />the zoning change. <br />Jerry DeBin stated that a $2.5 million grant is not necessarily in the <br />best interest of the City. He said he understood the need for public <br />housing but not at the expense of other property devaluation. He also <br />pointed out the high volume of traffic on Jackson Street and suggested <br />that alternative sites should be available. <br />Howard Kelley, 1210 S.E. 20th stated he would lose thousands of dollars <br />in home value if the project were approved. <br />Boyce Flenniken, 1895 Jackson Street, said he had lived there for 15 <br />years and wanted it to remain zoned for single family use. <br />No one else spoke on the matter and the public hearing was closed. <br />Following discussion Mr. Nutt made a motion to recommend denial of the <br />petition. Mrs. Smith seconded the motion which carried 7 ayes, 0 nays. <br />Mr. Copeland rejoined the meeting and took his seat. <br />A motion was made by Mr. Burnett, seconded by Mr. Perry to remove the <br />petition of George 0. Fisher from the table. The motion carried 8 <br />ayes, 0 nays. <br />Brady Fisher, representing his father, said the property had been used <br />many years as a service station and they had the opportunity to lease <br />the site for used car sales. The existing General Retail zoning does <br />not permit auto sales. <br />No one else was present to speak on the matter and the public hearing <br />was closed. <br />The Commission discussed the existing zoning and land use in the <br />immediate area as well as past uses of the property in question. <br />
