.0i <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />June 2, 1986 <br />The Planning and Zoning Commission met in regula <br />7:00 P.M. in the Council Room, City Hall, Paris, <br />present: <br />1. Freddy Swaim, Chairman 5. <br />2. Bill Davidson 6. <br />3. Jacob Hildreth 7. <br />4. Bruce McMonigle <br />r session Monday, June 2, 1986 at <br />Texas, with the following members <br />Ronnie Nutt <br />Kyle Perry <br />Dorothy Smith <br />Also present were Dave Tompkins, City Engineer and Joe McCollum, Director of <br />Community Development. <br />Chairman Swaim called the meeting to order and the minutes of May 5, 1986 were <br />approved as presented. <br />Chairman Swaim declared the Public Hearing open on the petition of Danny.Brockway <br />for a change in zoning from a One Family Dwelling No. 2 (SF -2) to a One Family <br />Dwelling District No. 3 (SF -3) and Specific Use Permit Mobile Home (39) on Lot 1, <br />City Block 175 -A located at 1305 E. Grove Street. <br />Mr. Brockway stated he wanted to place his mobile home on this lot which presently <br />was full of debris. He said he was willing to clean the property up and maintain <br />it. He stated that there was an existing mobile home on the lot east of his. <br />Mrs. Cecil Park, 1053 14th N.E., opposed the zoning change saying that the <br />occupant of the existing mobile home has created health problems by not keeping <br />the property cleaned up and by improperly disposing of waste. She voiced opposition <br />to any new mobile homes in the area. <br />No one else spoke and the public hearing was closed. <br />The Commission discussed the matter and following discussion, a motion was made <br />by Mr. Hildreth, seconded by Mr. Davidson, to recommend denial of the change. The <br />motion carried 7 ayes, 0 nays. <br />Chairman Swaim next opened the Public Hearing on the petition of Judith R. Cobb <br />for a change in zoning from a Two Family Dwelling District (2F) to a Neighborhood <br />Service District (NS) on Lot 4, City Block 226 located at 2031 Clarksville Street. <br />Mrs. Cobb was present and advised the Commission that she had purchased the house <br />for rental purposes and wanted the option to use it as a small gift shop or an <br />office. <br />No one was present in opposition and the public hearing was closed. <br />The Commission discussed existing office and retail zoning along Clarksville Street <br />and Mr. Perry made a motion to recommend approval. Mrs. Smith seconded the motion <br />
