Wayne Brown <br />for a change in zoning from a General Retail District (GR) to a General Retail <br />District (GR) and Specific Use Permit - Auto Fuel Sales on Lot 6 -C, City Block 315 <br />located on the north side of Lamar Avenue, approximately 250 feet east of Loop 236. <br />Mr. Brown advised that a convenience store with auto fuel sales was prODOsed on <br />this site. He said it would fit into his plans for the total development of the <br />Chisum Square Shopping Center. <br />No one was present to oppose the change and the public hearing was closed. <br />A motion was made by Mr. Nutt, seconded by Mr. Davidson to recommend approval of <br />the petition. The motion carried 7 ayes, 0inays. <br />Chairman Swaim declared the public hearing open on the petition of Martin De La <br />Rosa for a change in zoning from a Light Industrial District (LI) to a One Family <br />Dwelling District No. 3 (SF -3) and Specific Use Permit - Mobile Home (39) on Lot <br />1, City Block 162, located at 1405 S..E. 3rd St. <br />Mr. & Mrs. De La Rosa told the Commission that they were looking for a way to <br />leave a mobile home on the lot which had been put there in 1981. They said the <br />lot had been cleaned up and the mobile home had been covered to give it the appear- <br />ance of a frame house. <br />Hack Blankenship and Clifton Ellis, property owners nearby, spoke in support of <br />the request saying that the De La Rosas were an asset to the area and they would <br />like to see them be able to leave the mobile home there as a residence. <br />No one else spoke on the matter and the public hearing was closed. <br />Mr. McCollum advised the Commission that to change one lot to residential in the <br />middle of a Light Industrial zoning district would be spot zoning and should not <br />be recommended. He suggested that the applicant provide at least one additional <br />r-- mobile home space on the property,.which would make it a mobile home park and by <br />doing so, would be in compliance with the Zoning Ordinance. <br />The applicant stated that he would be willing to do this. <br />A motion was made by Mr. Swaim, seconded by Mrs. Smith, to recommend denial of <br />the zoning change. The motion carried 7 ayes, 0 nays. <br />The Preliminary Plat of Southwest Industrial Park was presented by the City <br />Engineer and Donald Wilson, developer of the property. Considerable time was spent <br />discussing the proposed street through the property which is considered to be a <br />thoroughfare according to the City Master Plan. The Commission agreed to allow <br />several variances to the regulations as follows: 1. Waived requirement for low <br />flow concrete ditch on the east side of the development; 2. Permit a curve radius <br />of less than 955 feet but not less than 300 feet for 13th. S.W.; 3. Allow a <br />temporary turn around on 13th S.W., where developer proposes, based on proper traffic <br />design; 4. Waived the requirement of lateral street at 900 foot spacing. <br />2 <br />
