MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />June 9, 1986 <br />The City Council of the City of Paris met in regular session, Monday, <br />June 9, 1986, 7:00 P. M. City Hail. Mayor Billy J. Burnett called the <br />meeting to order with the following Councilmen present: Jeff Hoog, W. <br />C. Francis, Bill Bone, Travis Wortham, Addie Bufford, and Mike Folmar. <br />Also present were City Manager, David H. Doty, City Attorney, T. K. <br />Haynes, and City Clerk, Mattie Cunningham. <br />Prayer was offered by Reverend Lynn Hitt, <br />Mayor Burnett asked <br />previous meetings, <br />presented. <br />if there were any corrections to the minutes of <br />there being none, the minutes were approved as <br />Roy Sparks, District Manager, Lone Star Gas Company, appeared before <br />the Council and stated that the Lone Star, Gas Company's franchise with <br />the City of Paris provides a 100 foot main extension without a direct <br />charge for each new customer, and that the current charge to extend <br />beyond this point is currently $5.40 a foot and that the cost has <br />increased to $5.50 per foot and requested the Council.adopt an <br />Ordinance to this effect. <br />W. M. Lightfoot, Architect for the Library Improvement Project appeared <br />before the Council and presented proposed Plans and Specifications for <br />the project. Mr. Lightfoot stated that the Plans and Specifications <br />have been approved by Dick Waters, Library Consultant, Library Advisory <br />Board, Tina Williams, Librarian, and Dick Boots, Director of Facilities <br />City of Paris. Mr. Lightfoot.stated that $780,000.00 had been budgeted <br />for the new construction and remodeling and $166,000.00 for furnishing <br />and landscaping. Mr. Lightfoot requested approval of the Plans and <br />Specifications and authorizing taking of bids from general contractors <br />for the constructing and taking of bids at a later time for the <br />furnishing and landscaping. <br />Hack Blankenship, Chairman of the Advisory Board of Health of the Paris <br />Lamar County Health Department appeared before the Council and <br />discussed the Health Department funding. Mr. Blankenship requested <br />that the City include the Health Department another year in their <br />budget to help off set their void. <br />Dr. Joe Hillhouse and Dr. Rick Casey also appeared before the Council <br />and discussed the medical service that the Health Department provides. <br />John Gabbert, representing the Red River Valley Home Health Service <br />Inc. appeared before the Council and presented a proposal for ambulance <br />transfer service. Mr. Gabbert proposed that the City take all <br />Emergency, ALS Transfers, and Charity ambulance calls, and that the <br />private sector be given the reimbursable transfers. <br />Mayor Burnett said that this was not an action item on the agenda and <br />called for a special Council meeting Monday, June 16, 1986, 7 :00 P.
