294 <br />Mayor Burnett announced that the next item on the agenda was a joint <br />meeting with members of the Housing Authority concerning expanding the <br />Cooperative Agreement between the City of Paris and the Housing <br />Authority. <br />Richard Herrington, Executive Director of the Paris Housing Authority <br />appeared before the Council and explained that the Housing situation in <br />Paris calls for three to four bedroom houses in order to grant the <br />needs of the people of Paris in the low rent area. Mr. Herrington <br />stated that the City has no financial obligation for funding the <br />Housing Authority. <br />Sister Mary Eustace Farrell, and Dr. Ray Armstrong, Board members of <br />the Housing Authority, appeared before the Council and expressed the <br />need for the additional housing for the City. <br />After discussion, Mayor Burnett announced that an emergency Council <br />meeting would be needed in order to take action on the matter. <br />A motion was made by Councilman Francis, seconded by Councilman Wortham <br />calling for an Emergency Council meeting, July 29, 1986, 8:00 A. M. <br />The motion carried 6 ayes, 0 nays, Councilman Folmar abstaining. <br />Resolution No. 86 -075 authorizing the purchase of Lot 5, Block 8, <br />Springlake Addition from Jonnie Oates and Patsy Bernard in the amount <br />of $7,500. was presented. A motion was made by Councilman Francis, <br />seconded by Councilman Bone for approval of the Resolution. The motion <br />carried 6 ayes, O nays, Councilman Folmar out of the Council Chambers. <br />e <br />a <br />
