OF SAID CITY; ESTABLISHING A ONE FAMILY DWELLING DISTRICT NO. 3 (SF -3) <br />AND SPECIFIC USE PERMIT - MOBILE HOME (39) ON LOT 12, BLOCK 2, HARLAN <br />HEIGHTS ADDITION, ON PROPERTY BELONGING TO CHARLES WHITLEY, SO AS TO <br />INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A ONE FAMILY DWELLING <br />DISTRICT NO. 2 (SF -2); AND DESIGNATING THE BOUNDARIES OF THE ONE FAMILY <br />DWELLING DISTRICT NO. 3 (SF -3) AND SPECIFIC USE PERMIT - MOBILE HOME (39) <br />SO ESTABLISHED. <br />was presented. A motion was made by Councilman Francis, seconded by <br />Councilman Burnett for adoption of the Ordinance. The motion carried 5 <br />ayes, 0 nays. <br />A motion was made.by Councilman Hoog, seconded by Councilman Burnett to <br />call for a public hearing March 3, 1986 for the Planning and Zoning <br />Commission, and March 6, 1986 for the City Council for consideration <br />and action on amendments to the Zoning Ordinance. The motion carried 5 <br />ayes, 0 nays. <br />Mayor Fisher announced the next item on the agenda was action on <br />authorizing a public fireworks display at Noyes Stadium on July 4, <br />1986. A. motion was made by Councilman Burnett, seconded by Councilman <br />Williams authorizing the public fireworks display at Noyes Stadium for <br />July 4, 1986. The motion carried 5 ayes, 0 nays. <br />Mayor Fisher called for action on Vergil McFadden's claim for damage <br />resulting from storm water and wastewater at 645 E. Polk Street. <br />After considerable discussion, a motion was made by Councilman <br />Williams, seconded by Councilman Francis to authorize payment of the <br />claim subject to Mr. McFadden justifying expenditures up to $5,000.00 <br />to the satisfaction of the City Attorney and Director of Finance, and <br />directed the City Attorney to advise Mr. McFadden that no more work is <br />to be performed at his expense. The motion carried 4 ayes, i nay, <br />Councilman Fisher voting nay. <br />Councilman Wilson entered the Council chambers and assumed his seat at <br />the Council table. <br />Mayor Fisher called for action on Mrs. Fred Eatherly's claim for sewer <br />stop at 670 26th S. E. and 1747 Lamar Ave. <br />City Attorney Haynes gave a report concerning the sewer stops at 670 S. <br />E. 26th and 1747 Lamar Ave and went over the City's procedures for <br />claims of this type. <br />After discussion, a motion was made by Councilman Williams to deny both <br />claims which died for lack of a second. <br />After further discussion, a motion was made by Councilman Hoog to honor <br />the claim at the 26th S. E. Street location. The motion was seconded <br />by Councilman Wilson and carried 6 ayes, 0 nays. <br />Mayor Fisher advised the Council of the need for action on the request <br />from Marilyn Woods for office equipment and supplies for the Project <br />
