MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />FEBRUARY 3, 1986 <br />The Planning and Zoning Commission of the City of Paris met in regular <br />session, Monday, February 3, 1986 at 7:00 P.M. in the Council Room, City Hall, <br />Paris, Texas with the following members present: <br />1. Freddie Swaim - Chairman 5. Bruce McMonigle <br />2. Charles Christian 6. Ronnie Nutt <br />3. Bill Davidson 7. Kyle Perry <br />4. Jacob Hildreth <br />Also present were Brandon Chaney, Interim City Engineer and Joe McCollum, <br />Director of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of December 2, 1985 <br />were approved as presented. <br />The Replat of Lot 23, Block 4, Mayer Addition were presented by Mr. McCollum, <br />who advised that the proposed lots did not meet minimum area and width require- <br />ment. <br />Mr. Chaney submitted a memorandum to the Commission outlining his recommendations. <br />Thomas Reeves, owner of the property, spoke, saying that his reason for requesting <br />approval of the replat separating the two houses on the property was to allow the <br />sale of one of the houses in the event he was no longer available to take care <br />of both places for him and his two sisters. <br />He explained that he obtained a building permit for the additional dwelling unit <br />after the zoning on the property was changed to 2F (Two Family Dwelling). He _ <br />was suppose to connect the new dwelling unit to the old house to qualify as a <br />duplex but decided to try to replat the property after he was required to provide <br />separate water and sewer taps for the new building. <br />The Commission discussed the matter for a long period of time, not wanting to <br />set a precedent in the area. <br />Mr. McCollum reviewed Section XV1 (B) of the Subdivision Regulations dealing with <br />exceptions and requested the Commission to consider criteria listed for making <br />an exception on the lot area and width. <br />After additional discussion, Mr. Hildreth made a motion to approve the variance <br />to the lot size and recommend approval of the replat subject to the exceptions <br />listed in City Engineers Memorandum dated February 3, 1986, marked Exhibit A <br />and attached hereto. Mr. Christian seconded the motion which carried 4 ayes, <br />3 nays.
