Mayor Graham called for_ the tabulations of bids for a Plate Compactor, and the following bids were presented: Moody -Day $1,012.00* AAA Rentals $1,825.00 P. A.' Ross Machinery $1,185.00 * Did not meet specifications Councilman Burnett moved that bids received for a Plate Compa a public bid opening on April 3, 1985 be spread on the record as P. A. Ross Machinery had submitted the lowest and best bid such item that a contract be awarded P. A. Ross Machinery for item meeting City Specifications. Mayor Graham announced there was no action required on this item at this time. Mayor Graham announced that the next item would be consideration of and action on authorizing an Ordinance modifying the E.M.S Service Charges. City Manager Doty advised the Council of the collection rate for the Emergency Medical Service. Steve Burgin appeared before the Council and discussed rates, collection, no pick up charge, stand -by service, and transfers with the Council. After further discussion, a motion was made by Councilman Bell, seconded by Councilman Hoog authorizing the preparation of an Ordinance increasing the rates for Ambulance Service. The motion carried 7 ayes, 0 nays. Mayor Graham announced that consideration of and action on an Ordinance authoriz- ing a contract with Merico, Inc. for Wastewater Service was to be considered next. City Manager Doty stated that the city must continue good operations, and pointed out that the contract does not solve all the city waste water treatment problems, but would buy time for the city to develop a plan for a long term solution. After discussion, City Attorney Haynes requested no action on this item until later in the meeting. Mayor Graham announced that the Council would go to the next item on the agenda for consideration of an action on an Ordinance amending the Code of Ordinance requirements for contracting for water. ORDINANCE NO. 85 -019 AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY REVISING SECTION 31 -2 OF SAID CODE; PROVIDING FOR THE AUTHORIZATION TO CONTRACT WITH WATER CONSUMERS OR PURCHASERS DESIRING WATER AT PARTICULAR PRESSURES, FLOW RATE, AND VOLUME IN EXCESS OF 1.5 MILLION CUBIC FEET PER MONTH OR WHICH REQUIRE CONSTRUCTION OF OVERSIZED ADDITIONS TO THE WATER DISTRIBUTION SYSTEM; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF APRIL 15, 1985. was presented.
