k _ {s <br />There was no one else present to speak on this petition and the public hearing <br />was dlosed. <br />Discussion followed and a motion was made by Mr. Perry, seconded by Mr. <br />Christian to recommend approval of the change. The motion carried 7 ayes, 0 <br />nays. <br />Chairman Swaim declared the public hearing open on the petition of James R. <br />Coleman for a change in zoning from a One Family Dwelling District No. 2 (SF -2) <br />to a General Retail District (GR) on Lots 3 and 4, Block 2, Stellrose Addition <br />located on the northeast corner of Clarksville Street and 23rd S.E. <br />Mr. Coleman stated he represented himself and his brother who are owners of the <br />property since the death of his mother earlier in the year. He said neither <br />of them proposed to live in the house which needs repair and felt it no <br />longer had real value as a residence due to its location. He pointed out the <br />existing service station east of the house, the church parking lot and offices <br />across the street and the grocery store 3 lots west as reasons for changing <br />the zoning on the lot. He said it would be offered for sale as a business site. <br />There was no one else present who wished to speak and the public hearing was <br />closed. <br />Following disccssion, a motion was made by Mr. Perry, seconded by Mrs. Smith <br />to recommend approval of the change. The motion carried 7 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of John H. <br />Arnold for a change in zoning from a Two Family Dwelling District (2F) to an <br />I-- Office District (0) on Lot 1, City Block 220 -A located at 203 20th N.E. <br />John Bell was present representing Mr. Arnold. He stated the property was <br />presently occupied by a 3 bedroom frame house which is rented out. He said <br />the property is for sale and recent office development along this section of <br />20th N.E. gives this property the potential for office use also. <br />There was no one else present to speak on the matter and the public hearing <br />was closed. <br />Discussion followed and a motion was made by "Mr. Christian, seconded by Mr. <br />McMoni -gle to recommend approval of the change. The motion carried 7 ayes, 0 <br />nays. <br />The Replat of Lot 13, City Block 142 was presented by the City Engineer along <br />with his recommendations. A drainage problem was discussed along the front <br />of the property with Mack Russell, the developer. Mr. McCollum pointed out <br />that the lots proposed were less than the standard size for the zoning district <br />it is in but existing lots in the immediate vicinity were similar in size. <br />He recommended approval of the variation in lot size as provided for in <br />Section XVI (B) of the Subdivision Regulations. Following discussion a motion <br />was made by Mr. Christian, seconded by Mr. McMonigle to recommend approval of <br />the Replat subject to the exceptions listed in City Engineer's Memorandum <br />dated January 7, 1985, marked Exhibit A and attached hereto and granting the <br />variation in lot size.
