MINUTES OF THE REGULAR COUNCIL MEETING CITY OF PARIS <br />March 7, 1985 <br />The City Council of the City of Paris met in regular session, Thursday, March 7, <br />1985 5:15 P. M. Mayor Graham called the meeting to order with the following <br />Councilmen present: Jeff Hoog, Walter F. Williams, Nathan Bell, Billy J. Burnett, <br />Donald G. Wilson, and George Fisher. Also,..present were City Manager, David H. <br />Doty, City Attorney, T. K. Haynes, and Asst. City Clerk, Mattie Cunningham. <br />Mayor Graham announced that the first order of business would be a public hearing <br />on the petition of Mrs. J. D. Ashley for a change in zoning from a One Family <br />Dwelling District No. 2 (SF -2) to a General Retail District (GR) on Lot 1, Block <br />1, Stellrose Addition located at 2247 Clarksville Street. <br />Joe McCollum, Director of Community Development, appeared before the Council <br />and presented the minutes of the Planning and Zoning Commission's meeting <br />held on March 4, 1985, and attached hereto as a part of these minutes as <br />Exhibit A. <br />Mayor Graham called for proponents to appear and Mrs. J. D. Ashley appeared in <br />her behalf. . <br />Mayor Graham called for opponents to appear, and none appeared and the public <br />hearing was declared closed.. <br />A motion was made by Councilman Hoog, seconded by Councilman Burnett approving <br />the zoning change and authorizing an Ordinance to be presented at the next <br />regular Council meeting. The motion carried 7 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of Ray Spencer <br />for a change in zoning from a Two Family Dwelling District (2F) to a Commercial <br />District (C) and Specific Use Permit- Auto Fuel Sales (49) on Lot 6, City <br />Block 45 located on the southwest corner of Graham Street and 7th N. W. <br />Mr. McCollum advised the Council that the Planning and Zoning Commission had <br />recommended approval of the zoning change. <br />Mayor Graham called for proponents to appear and Mr. Ray Spencer appeared be- <br />fore the Council and advised the Council, of his plans for a convenience store <br />on the property. <br />Mayor GrahAm called for opponents to appear, and none appeared and the public <br />hearing was - Glared closed. <br />A motion was made by Councilman Burnett, seconded by Councilman Hoog approving <br />the zoning change and authorizing an Ordinance to be presented at the next <br />regular Council meeting. The motion carried 7 ayes, 0 nays. <br />Councilman Wilson asked to be excused from the Council Chambers, and a motion <br />was made by Councilman Burnett, seconded by Councilman Hoog excusing Councilman <br />Wilson. The motion carried 6 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of Earl Bellamy for <br />a change in zoning from a One Family Dwelling District No. 3 (SF -3) to a Commercial <br />District (C) on part of Lot 3 and all of Lot 4, City Block 266 located on the north <br />side of Martin Luther King, Jr. Drive at it's intersection with 20th N. E. and F.M. <br />195. <br />
