went on to say that this location was good for his type of business because <br />of thâ–ºe availability of public scales across the street and that there is <br />only one other scrap yard in the City and there is room for another. <br />Speaking in opposition, Don Wall of Wall Concrete Pipe Co., stated many <br />things had been done to clean up this section of Church Street and this <br />type of business would destroy those efforts. He filed letters from Charles <br />Boren and Hack Blackenship, both property owners in the area, who were <br />opposed to the permit but could not attend because both were hospitalized. <br />Lonnie Kennemer, Doug Kelley and Bill Bass, also property owners along <br />Church Street stated that such business should not be on a main highway <br />entrance into the City and be one of the first things people see. <br />Scott Johnson representing Wilson Oil Co. owners of property south of the <br />Carlow tract, spoke of the traffic problem with scrap metal customers parking <br />on their property and opposed it on that basis. <br />In rebuttal, Mr. Carlow stated he would construct a 6' foot high solid fence <br />on the property and obtain permission from the railroad to gravel part of <br />their right of way for parking. <br />Chairman Swaim closed the public hearing and the Commission discussed the <br />permit request. Following discussion, Mr. Steely made a motion to deny the <br />request. Mr. Hildreth seconded the motion which carried 9 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Wayne <br />Brannan for a change in zoning from a One Family Dwelling District No. 2 <br />(SF -2) to a Two Family Dwelling (2F) on Lots 9, 10, 11, 20 and 22', Block 2 <br />of Sperry's Third Addition located on the south side of Graham Street and <br />the north side of W. Houston Street between 25th N.W. and 27th N.W. <br />lr. Brannan spoke, saying he wanted to make the best use of the property <br />by building 5 brick veneer duplexes, approximately 2,000 sq. ft. each in <br />size. He said the lots were 65' X 170' each and that he intended to <br />preserve as many trees as possible. <br />Speaking in opposition to the changes were Denny Head 2557 Graham, Tommy <br />Graum, 2617 Graham, Joe Young, 2657 Graham, Benny Toland, 2630 W. Houston <br />and Peter Latimore, 2646 W. Houston. They stated that such a development <br />would devalue their property and bring in transient types. They pointed <br />out F,roblems they were having with water and sewer service and how adding <br />i0 more families would rake it worse. <br />Mr. Brannan said he did not feel he could afford to invest in single family <br />homes for the lots and had tried to condition the purchase of the lots on <br />obtaini,in duplex zoning. <br />No one else spoke on the matter and the public hearing was closed. <br />Following discussion, Mr. Nutt made a motion to deny the change.
