Ronnie Tidwell and Robert Glass addressed the Council and presented <br />the Pine Creek Watershed Plan on behalf of the Lamar Soil and Water <br />Conservation District. Mr. Tidwell outlined the basic elements of <br />the plan and said the primary effect on the City would be the lower- <br />ing of the Lake Crook water level by 2.5 feet. <br />The Council requested copies of the plan for study and a motion was <br />made by Councilman Williams to table any action on this matter. <br />Councilman McWaters seconded the motion which carried 7 ayes, 0 nays. <br />Acting City Manager Greene presented the request of Johnny Mills for <br />water service outside the City Limits on F. M. Highway 79. A motion <br />was made by Councilman Fisher, seconded by Councilman Francis to <br />approve the request. The motion carried 7 ayes, 0 nays. <br />City Attorney Haynes presented a previously authorized Ordinance to <br />disannex a 77.4 acre tract of land as requested by the Industrial <br />Foundation. A motion was made by Councilman Williams, 'seconded by <br />Councilman McWaters to deny the Ordinance. The motion carried 4 <br />ayes, 3 nays. Councilman McGee, Wilson and Graham voting nay. <br />David Glass addressed the Council at this point and requested they <br />reconsider the matter at a future date because the land being out <br />of the City limits would be a selling tool for the Industrial <br />Foundation in seeking new industry. <br />Councilman Francis brought up the matter of sidewalks and parking in <br />the downtown area. He said that sidewalks are being obstructed by <br />parking cars in certain areas and because it is in conjunction with <br />old abandonded driveway openings, there is no enforcement of the <br />Ordinance which prohibits obstructing the sidewalk. The Council spent <br />considerable time discussing this item with the City Attorney and <br />agreed to instruct staff to follow through on enforcement of the <br />existing Ordinance covering the situation and report back to the <br />Council on action taken. <br />Acting City Manager Greene pr <br />Engineering Battalion for use <br />as an alternate assembly area <br />at Camp Maxey was destroyed. <br />due to practice maneuvers was <br />discussion, Councilman Wilson <br />man McGee seconded the motion <br />Fisher voting nay. <br />esented a request from Company C 111th <br />of the Paris and Lamar County Fairgrounds <br />in the event the permanant assembly area <br />Conflict with present lease agreements <br />discussed by the Council. Following <br />made a motion to allow the use. Council - <br />which carried 6 ayes, 1 nay, Councilman <br />Mayor Graham declared the public hearing open on changes to the <br />Facility Plan of the Inflow /Infiltration Project. John Buss, Project <br />Director reviewed the purpose of the plan and explained the following <br />amendments: <br />1. Proposes more rehabilitation of existing pumping <br />facilities and less new construction. <br />2. Reduces the number of proposed interceptors north <br />of the City. <br />3.
