277 MINUTES OF THE REGULAR MEETING OF THE CITY OF PARIS August 10, 1981 The regular meeting of the City Council of the City of Paris was held Monday, August 10, 1981, 7:00 P. M. Mayor Burnett called the meeting to order with the following Councilmen present: W. C. Francis, Walter F. Williams, Travis Wortham, Joe Graham, Larry McGee, and Ken Kohls. Also present were City Manager, R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. Prayer was offered by the Rev. Francis Hamilton. Mayor Burnett ask if there were any corrections to the minutes of previous meetings, furnished to the Council members. There being no corrections, the minutes were approved. Mayor Burnett announced that the first order of business would be consideration of recommendations made by the Planning and Zoning Commission. Mayor Burnett declared the public hearing open on the petition of Corrine Wade for a change in zoning from a Two Family Dwelling District (2F) to a neighborhood Service District on Lot 10, City Block 52, located at 423 7th N. W. Mayor Burnett called for propenents to appear and none appeared. Mayor Burnett called for opponents to appear and none appeared and the public hearing was declared closed. ORDINANCE NO. 2585 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A NEIGHBORHOOD SERVICE DISTRICT (NS) ON LOT 10, CITY BLOCK 52, ON PROPERTY BELONG- ING TO CORRINE WADE, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A TWO - FAMILY DWELLING DISTRICT (2F); AND DESIGNATING THE BOUNDARIES OF THE NEIGHBORHOOD SERVICE DISTRICT (NS) SO ESTABLISHED. was presented. A motion was made by Councilman Williams, seconded by Councilman Wortham for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. City Manager Sokoll presented the final plat of the S. S.L. A. Commercial Addition, located north side of Loop 286 N. E. between FM 195 and 30th N. E. After discussion, a motion was made by Councilman Graham, seconded by Councilman Williams approving the final plat, subject to the requirements of the City Engineer. The motion carried 7 ayes, 0 nays. City Manager Sokoll presented a replat of Lots 6, 7, 8, Block 5, S. J. Wright Addition, located southeast corner of 19th S. W. and Kaufman St. After discussion, a motion was made by Councilman Kohls, seconded by Councilman McGee approving the replat. The motion carried 7 ayes, 0 nays. Mayor Burnett announced that the next order of business would be consideration of recommendations made by the Traffic Commission. City Manager Sokoll advised that the Traffic Commission had recommended the placing of handicapped parking spaces in the downtown area. A motion was made by Council- man Wortham, seconded by Councilman Graham authorizing the preparation of an Ordinance establishing handicapped parking spaces in the downtown area.
