U <br />City Manager Sokoll advised that the Traffic Commission had recommended the placing <br />of yield signs on 17th Street N. E. at East Tudor stopping north and south <br />bound traffic on 17th Street S. E. A motion was made by Councilman Williams, <br />seconded by Councilman Wortham approving the recommendation of the Traffic <br />Commisssion. The motion carried 7 ayes, 0 nays. <br />City Manager Sokoll and Mayor Burnett reported on Committee activities on Advance <br />Life Support system for the Emergency Medical Service. .�..•� <br />Mayor Burnett announced that the next order of business would be consideration of <br />and Ordinance setting the 1981 property tax rate, and recommended an 8� rate <br />increase to provide funds for the 1981 -82 budget, setting the rate at 47¢ per <br />$100. valuation. <br />ORDINANCE NO. 2586 <br />AN ORDINANCE FIXING THE TAX RATE AND THE TAX LEVY, AND LEVYING AD VALOREM TAXES <br />FOR THE CITY OF PARIS, PARIS, TEXAS, FOR THE YEAR 1981, UPON ALL TAXABLE <br />PROPERTY WITHIN THE SAID CITY OF PARIS, TEXAS, IN CONFORMITY WITH THE CHARTER <br />PROVISIONS AND ORDINANCES OF SAID CITY; AND REPEALING ALL ORDINANCES OR PARTS <br />OF ORDINANCES IN CONFLICT HEREWITH. <br />was presented. A motion was made by Councilman Graham seconded by Councilman <br />Williams for adoption of the Ordinance. The motion carried 4 ayes, 3 nays, <br />Councilman Kohls, Councilman Wortham, and Councilman McGee voting nay. <br />Mayor Burnett announced that the next order of business would be consideration <br />of a request to make application for participation in Main Street Program. Mayor <br />Burnett advised that the City would be required to furnish office space for an <br />employee and funding of $9,500.00. Mr. Dwight Woolston appeared before the <br />Council as President of the Downtown Merchants Association stating that the <br />Association had commitments of $10,000.00 for the program. After discussion, <br />a motion was made by Councilman Kohls, seconded by Councilman Williams authorizing <br />the preparation of a Resolution for application in the Main Street Program. The <br />motion failed 3 ayes, 4 nays. <br />Mayor Burnett invited a motion to take from the table request for improvements <br />on 31st Street N. E., North of the Pine Mill Road. A motion was made by Council- <br />man Williams, seconded by Councilman Graham to take from the table the request as <br />stated. The motion carried 7 ayes, 0 nays. <br />Mr. James Holland, resident in the subject area appeared before the Council <br />requesting street paving, water service, and sewer service. <br />After discussion, Mayor Burnett appointed a committee composed of Councilman <br />Williams, Councilman McGee, and Councilman Francis to study the request. <br />Mayor Burnett advised that the next order of business would be consideration of <br />bids received, and invited a motion to take from the table the bid for a Civil <br />Defence Warning System. A motion was made by Councilman Graham, seconded by <br />Councilman Kohls to take from the table the Civil Defense Warning System bid. <br />The motion carried 5 ayes, 2 nays, Councilman Williams, and Councilman Francis <br />voting nay. <br />i <br />
