I <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />September 22, 1981 <br />The special meeting of the City Council of the City of Paris was held Tuesday, <br />September 22, 1981, at 7:00 p.m. Mayor Burnett called the meeting to order <br />with the following Councilmen present: W. C. Francis, Walter F. Williams, <br />Travis Wortham, Kenneth E. Kohls, Joe Graham and Larry McGee. Also present <br />were City Manager, R. W. Sokoll; City Attorney, T. K. Haynes. <br />The purpose of the meeting was to consider the purchase of Advanced Life Sup- <br />port equipment for the EMS Department. <br />2 9 /' <br />EMS Director, Kent Klinkerman, explained different aspects of ALS for his de- <br />partment. David Ward, Director of Titus County EMS in Mt. Pleasant explained <br />and answered questions regarding the duties and responsibilities of a paramedic. <br />Dr. Frank Woods spoke in favor of Advanced Life Support within the EMS Depart- <br />ment but cited a lack of stability within this department due to the annual <br />funding conflict between the city and the county. <br />County Commissioner Doyle Childers and County Judge, Brady Fisher were also <br />in attendance and spoke to the Council regarding this matter. Barbara Mazer, <br />EMSS Specialist from the Ark -Tex Council of Governments reviewed the equipment <br />that was being considered for purchase. <br />Councilman Joe Graham moved that the city commit to purchase the ALS equipment <br />that is being offered through the Ark -Tex Council of Governments at a city cost <br />of $2,100. Council Walter Williams seconded the motion which carried unanimous- <br />ly. The equipment is as follows: <br />1 Monitor Defibrillator <br />2 Portable Hand -Held Transceivers <br />1 Remote Telephone Swithc Station <br />(Medical Control) <br />Total <br />Total Estimated Cost <br />$6,000 <br />2,400 <br />30,000 <br />38,400 <br />25% Cash Match <br />$ 11500 <br />600 <br />None <br />$ 2,100 <br />Councilman Joe Graham moved and Councilman Walter Williams seconded that Resolu- <br />tion No. 2122 appointing Dr. Ed McCulloch as the EMS Medical Advisor. Motion <br />carried unanimously. <br />r <br />
