I MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL September 22, 1981 The special meeting of the City Council of the City of Paris was held Tuesday, September 22, 1981, at 7:00 p.m. Mayor Burnett called the meeting to order with the following Councilmen present: W. C. Francis, Walter F. Williams, Travis Wortham, Kenneth E. Kohls, Joe Graham and Larry McGee. Also present were City Manager, R. W. Sokoll; City Attorney, T. K. Haynes. The purpose of the meeting was to consider the purchase of Advanced Life Sup- port equipment for the EMS Department. 2 9 /' EMS Director, Kent Klinkerman, explained different aspects of ALS for his de- partment. David Ward, Director of Titus County EMS in Mt. Pleasant explained and answered questions regarding the duties and responsibilities of a paramedic. Dr. Frank Woods spoke in favor of Advanced Life Support within the EMS Depart- ment but cited a lack of stability within this department due to the annual funding conflict between the city and the county. County Commissioner Doyle Childers and County Judge, Brady Fisher were also in attendance and spoke to the Council regarding this matter. Barbara Mazer, EMSS Specialist from the Ark -Tex Council of Governments reviewed the equipment that was being considered for purchase. Councilman Joe Graham moved that the city commit to purchase the ALS equipment that is being offered through the Ark -Tex Council of Governments at a city cost of $2,100. Council Walter Williams seconded the motion which carried unanimous- ly. The equipment is as follows: 1 Monitor Defibrillator 2 Portable Hand -Held Transceivers 1 Remote Telephone Swithc Station (Medical Control) Total Total Estimated Cost $6,000 2,400 30,000 38,400 25% Cash Match $ 11500 600 None $ 2,100 Councilman Joe Graham moved and Councilman Walter Williams seconded that Resolu- tion No. 2122 appointing Dr. Ed McCulloch as the EMS Medical Advisor. Motion carried unanimously. r
