r 2r4:i MINUTES OF THE REGULAR MEETING OF THE CITY OF PARIS October 12, 1981 The regular meeting of the City Council of the City of Paris was held Monday, October 12, 1981, 7:00 P. M. Mayor Burnett called the meeting to order with the following Councilmen present: W. C. Francis, Walter F. Williams, Travis Wortham, and Larry McGee. Also present were City Manager, R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. Prayer was offered by the Rev. Larry Martin. Mayor Burnett asked if there were any corrections to the minutes of previous meetings, furnished to the Council members. There being no corrections, the minutes were approved. Mayor Burnett announced that the first item of business would be consideration of recommendations made by the Planning and Zoning Commission. Mayor =Burnett declared the public hearing open on the petition of Kenneth. McGuire for a change in zoning from a General Retail District to a Commercial District on Lot 11, City Block 222 -A located at 2407 Lamar Ave. Mayor Burnett called for proponents to appear and none appeared. Mayor Burnett called for opponents to appear and Mr. B. Ray Steelman and Mr. Rufus Edwards appeared in opposition to the zoning change. Mayor Burnett declared the public hearing closed and ORDINANCE NO. AN ORDINANCE AMENDING ZONING ORDINANCE NO 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISH- ING A COMMERCIAL DISTRICT (C) ON LOT 11, CITY BLOCK 222 -A, ON PROPERTY BELONGING TO DAVID GLASS, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A GENERAL RETAIL DISTRICT (GR); AND DESIGNATING THE BOUNDARIES OF THE COMMERCIAL DISTRICT (C) SO ESTABLISHED. was presented. A motion was made by Councilman Williams, seconded by Councilman Francis to deny the zoning change and the Ordinance. The motion carried 5 ayes, 0 nays. Mayor Burnett declared the public hearing open on the petition of Jesse Hall for a change in zoning from a Neighborhood Service District to a General Retail District on Lot 1 -A, Block 2, Fitzhugh Addition, located at 1295 Fitzhugh Ave. Mayor Burnett called for proponents to appear and Mr. Jesse Hall appeared in his behalf, stating that he needed the General Retail Zoning in order to operate a Supper Club serving beer and wine. Discussion was had on the off street parking and Mr. Hall stated that he was in the process of securing the adjoining vacant lot for additional parking. After discussion, a motion was made by Councilman Williams, seconded by Councilman McGee to table the petition until off street parking needs were met. The motion carried 5 ayes, 0 nays.
