MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />March 9, 1981 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />March 9, 1981, 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortham, Walter F. Williams, W. C. Francis, <br />Bill J. Burnett, Ron Kyle, and Kenneth E. Kohls. Also present were City Manager, <br />R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by Rev. C. D. Hillburn. <br />Mayor Malone asked if there were any corrections to the minutes of previous <br />meetings furnished to the Council members, there being no corrections, the minutes <br />were approved. <br />Mayor Malone announced that the first order of business would be consideration <br />of recommendations made by the Planning and Zoning Commission. <br />Mayor Malone declared the public hearing open on the petition of W. G. Gibson <br />for a change in zoning from a One Family Dwelling District No. 2 and Specific <br />Use Permit - Day Care (25) to a Multi - Family Dwelling District No. 1 on part of <br />Lot 17, City Block 311, located on the southwest corner of Clarksville St. and <br />Loop 286 S. E. <br />Mayor Malone called for proponents to appear and none appared. <br />Mayor Malone called for opponents to appear and none appeared, and the public <br />hearing was declared closed. <br />ORDINANCE NO. 2558 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO 1710 OF THE CITY OF PARIS, PARIS, TEXAS, <br />AND I CHANGING <br />NG BOUNDARIES NO.T1E(MFON1)ONMAPPARTSOFDLOTTI7,ECITBLISH- <br />BLOCK 311, ON PROPERTY BELONGING TO W. G. GIBSON, SO AS TO INCLUDE THEREIN TERRITORY <br />FORMERLY DESIGNATED AS A ONE- FAMILY DWELLING DISTRICT NO 2 (SF -2) AND SPECIFIC USE <br />PERMIT, DAY NURSERY (25); AND DESIGNATING THE BOUNDARIES OF THE MULTIPLE FAMILY <br />DWELLING DISTRICT NO 1 (MF -1) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Burnett, seconded by Councilman <br />Kyle for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. <br />Mayor Malone declared the public hearing open to consider a petition to close the <br />alley that runs from 19th Street N. E. to 20th Street N. E. between Booth Street <br />and Tudor Street and City Block 227 -C. Mayor Malone advised that the Planning <br />and Zoning Commission had approved the request subject to a 15 foot drainage <br />utility easement being retained. No one appeared for or against the propostion, <br />and the public hearing was declared closed. <br />After discussion, a motion was made by Councilman Williams, seconded by Councilman <br />Burnett authorizing the preparation of an Ordinance with a 20 foot easement <br />retained. The motion carried 7 ayes, 0 nays. <br />Mayor Malone declared the public hearing open on an Ordinance clarifying and <br />broadening the name and definition of Specific Use Permit No 12 of the Zoning <br />Ordinance. City Attorney Haynes read the definition as contained in the proposed <br />Ordinance. No one appeared for or against the Ordinance. <br />
