C <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 9, 1981 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />February 9, 1981. Mayor Pro Tem Burnett called the meeting to order with the <br />following Councilmen present: Travis Wortham, Walter F. Williams, W. C. Francis, <br />and Kenneth E. Kohls. Also present were City Manager, R. W. Sokoll, and City <br />Clerk, H. C. Greene. <br />Prayer was offered by Rev. Robert Hansen. <br />Mayor Pro Tem Burnett asked if there were any corrections to the minutes of previous <br />meetings furnished to the Council members, and Councilman Kohls requested that <br />the minutes of January 12th, 1981 show that he was present. There being no other <br />corrections the minutes were approved. <br />Mayor Pro Tem Burnett announced the first order of business would be consideration <br />of recommendations made by the Planning and Zoning Commission. <br />Mayor Pro Tem Burnett declared the public hearing open on the petition of the Noon <br />Optimist Club for a change in zoning from a One Family Dwelling District No. 2 to <br />a Zoning District suitable for a private Athletic Facility on approximately six <br />acres of land being part of Lot 5, City Block 313, and located on the north side <br />of Old Clarksville Road at Loop 286 S. E. <br />Mayor Pro Tem Burnett called for proponents to appear and Mr. Webb Biard, Attorney <br />appeared in behalf of the Optimist Club. Mr. John Biard appeared before the <br />Council stating that a football field was proposed with adequate parking for <br />the property in question. Mr. Biard stated that no lights were proposed for the <br />field at present. <br />Mayor Pro Tem Burnett called for opponents to appear and none appeared. <br />Mayor Pro Tem Burnett declared the public hearing closed and <br />ORDINANCE NO. 2553 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, <br />AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID,CITY; ESTABLISH- <br />ING A SPECIFIC USE PERMIT, TENNIS AND /OR SWIM CLUB (RECREATIONAL FACILITY(PRIVATE) <br />(12) ON A PART OF LOT 5, CITY BLOCK 313, UPON PROPERTY OF WHICH NOON OPTIMIST CLUB <br />OF PARIS, TEXAS OWNS A CURRENT OPTION, SO AS TO INCLUDE THEREIN TERRITORY FORM- <br />ERLY DESIGNATED AS A ONE- FAMILY DWELLING DISTRICT NO 2 (SF -2); AND DESIGNATING <br />THE BOUNDARIES OF THE SPECIFIC USE PERMIT, TENNIS AND /OR SWIM CLUB (RECREATIONAL <br />FACILITY (PRIVATE) (12), SO ESTABLISHED. <br />was presented. A motion was made by Councilman Williams, seconded by Councilman <br />Kohls for approval of the Ordinance. The motion carried 5 ayes, 0 nays. <br />Mayor Pro Tem Burnett called for a public hearing at the next regular Council <br />meeting for amendments to Zoning Ordinance 1710 concerning private Athletic <br />,-_ Facility regulations. <br />The following petition for re- zoning was referred to the Planning and Zoning <br />Commission and a public hearing called at the next regular Council meeting: <br />W. G. Gibson, Lot 17A, City Block 311, Single Family -2 and Specific Use Permit <br />District to Multi - family -1 District. <br />
