I <br />239 <br />City Manager Sokoll and Director of Community Development, McCollum presented <br />the final plat of Jubilee Addition, located on the west side of 1200 Block of <br />19th N. W., and recommended its approval subject to the requirements of the City <br />Engineer. A motion was made by Councilman Wortham, seconded by Councilman Williams <br />approving the final plat of the Jubilee Addition subject to the requirements of <br />the City Engineer. The motion carried 6 ayes, 0 nays. <br />City Manager Sokoll presented the site plan for the Regency Apartment Development <br />in the 2500 Block of Lamar Ave. <br />Mr. Lonnie Kennemer appeared in behalf of the plan stating that the property <br />owners does have proper easements and stated that the project will not be putting <br />a substantial amount of additional water to Buttermilk Creek. <br />Mr. Wayne Anderson, owner of property adjacent to Buttermilk Creek appeared before <br />the Council expressing concern about the additional water generated by the project. <br />Mr. Jim Bell, Local Realtor, appeared before the Council and recommended tableing <br />until the next meeting for further study. <br />Mr. Roscoe Jones, owner of property on Buttermilk Creek, appeared before the <br />Council stating that he would like to see the water taken care of first before <br />additional construction is approved. <br />Mr. Joe McGinnis and Mr. Fred Eatherly both appeared before the Council stating <br />that thEy did not want to see building stopped, but would like to see the water <br />problem corrected first. <br />Mr. J. D. White appeared before the Council expressing concern over the water <br />problem. <br />Mr. Richard Babb, Consulting Engineer, now working for the City on the drainage <br />problem project, appeared before the Council stating that he was in the process <br />of drawing plans and specifications for a drainage project on Buttermilk Creek. <br />After further discussion, a motion was made by Councilman Graham, seconded by <br />Councilman Williams denying the approval of site plan for Regency Apartment <br />Development until the water problem could be solved. The motion carried <br />6 ayes, 0 nays. <br />City Manager Sokoll reported on the meeting of S.O.S. Inc., The City of Paris, <br />and the Paris Ind. School District for the purpose of discussing a verbal <br />S.O.S. proposal. The proposal revolves around the proposition of S.O.S. <br />financing and constructing a swimming pool on the high school property and <br />the City and School furnishing the land operating and maintenance cost, and <br />the future construction of a building enclosure for the pool. City Councilman <br />Francis stated that he was not very enthusiastic over the project. After <br />discussion, a motion was made by Councilman Williams, seconded by Councilman <br />Wortham to reject the project. The motion carried 5 ayes, 1 nay, Councilman <br />McGee voting nay. <br />Mayor Burnett declared the public hearing open on the proposed budget for the <br />fiscal year 1981 -82. <br />
