Mayor Malone called for the bids for the hard surfacing of a court at Johnson <br />Park. City Manager Sokoll advised that no bids had been received on the project <br />and recommended that the project be re -bid for the September Council meeting. A <br />motion was made by Councilman Burnett, seconded by Councilman Kyle approving the <br />recommendation of the City Manager. The motion carried 7 ayes, 0 nays. <br />Mr. Reaves Hayter of Hayter Engineering Inc., Consulting Engineers on the Infiltra- <br />tion /Inflow Project appeared before the Council and presented the Facility Plan <br />and Enviromental Assessment for construction of the City's Facility. Following <br />the presentation a motion was made by Councilman Francis, and seconded by Council- <br />man Burnett to preliminarly adopt the documents as presented and call for a public <br />hearing at the earlist practical date at which time the Facility Plan and Enviro- <br />mental assessment will be presented and comments received. The motion carried <br />7 ayes, 0 nays. <br />Mayor Malone announced that the next item concerning an ambulance contract with <br />Lamar County had not be acted on by the County. <br />City Manager Sokoll requested authorization to advertise for bids for the Emergency <br />Medical Service vehicle. A motion was made by Councilman Kyle, seconded by Council- <br />man Francis approving the request of the City Manager. The motion carried 7 ayes, <br />0 nays. <br />Mayor Malone announced that the next order of business would be discussion and <br />action by the Council on the $17,500.00 budgeted for Parks & Recreation Department <br />at the Aikin Elementary School. The Mayor reminded that the school had recommended <br />that the $17,500.00 be expended on equipment rather on the purchase of land <br />which the school would furnish. Mayor Malone advised that the Parks & Recreation <br />Board had recommended that the expenditures be made for equipment at the Aikin <br />Elementary School. The motion failed with 3 ayes, 4 nays. Councilman Kohls, <br />Councilman Kyle, and Mayor Malone voting aye. <br />City Manager Sokoll presented a request of Herschel Bigelow to place a mobile <br />home adjacent to his grocery store on the corner of 7th N. W. and West Henderson <br />Street. Director of Community Development Joe McCollum appeared before the <br />Council stating that there was insufficient room on the property to afford a <br />10 foot separation of the mobile home from the building as required by Ordinance, <br />and that the placement of the mobile home on the property will make it impossible <br />for Mr. Bigelow to provide required off - street parking in connection with his <br />business. After discussion, a motion was made by Councilman Kohls, seconded by <br />Councilman Kyle to deny the request. The motion carried 7 ayes, 0 nays. <br />Mrs. Vivian Green appeared before the Council requesting a building permit <br />to construct a house on Lot 3, City Block 279 located on 17th Street N. E. <br />The permit was denied by the Department of Community Development because the <br />house would be located in the proposed right of way of E. Hickory Street which <br />was placed on the master plan on October 11, 1971 by action taken by the City <br />Council. Mrs. Green stated that she would like a building permit or payment <br />for her right of way and suggested $2,000.00 as a fair price. After discussion, <br />a motion was made by Councilman Burnett, seconded by Councilman Kyle to table <br />any action until after discussion in an executive session. The motion carried <br />7 ayes, 0 nays.' <br />Mayor Malone declared the public hearing open to consider report of the Building <br />Hazard Inspection Committee regarding sub - standard buildings. After presentation, <br />of the Building Hazard Inspection Committee Report <br />ORDINANCE NO. 2518 <br />AN ORDINANCE CONTAINING A HEARING ON PROPERTIES LOCATED IN THE CITY OF PARIS, TEXAS, <br />BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE OF THE CITY COUNCIL FINDING THE <br />MATERIALS REMAINING IN THE PREMISES TO CONSTITUTE A NUISANCE AND TO BE A FIRE <br />HAZARD TO LIFE AND PROPERTY AND A HAZARD TO THE LIFE AND WELFARE OF THE INHABITANTS <br />OF THE AREA, AND ORDERING SAID RUBBISH, LUMBER AND REFUSE FROM THE STRUCTURES <br />TO BE TORN DOWN AND REMOVED FROM THE PREMISES IN ORDER TO ABATE SUCH NUISANCE. <br />was presented. McCillian to the Advisory Board of Health <br />for a period of two years beginning July 1, 1980 was presented. The motion was <br />made by Councilman Burnett, seconded by Councilman Kohls for adoption of the <br />Resolution. The motion carried 7 ayes, 0 nays. <br />
