J� <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />July 28, 1980 <br />The special meeting of the City Council of the <br />July 28, 1980 at 7:00 P. M. City Council room. <br />to order with the following Councilmen present: <br />Billy J. Burnett, Kenneth E. Kohls, W. C. Franc <br />were City Manager, R. W. Sokoll, City Attorney, <br />C. Greene. <br />City of Paris was held Monday <br />Mayor Malone called the meeting <br />Travis Wortham, Addie J. Bufford, <br />is, and Ronald Kyle. Also present <br />T. K. Haynes and City Clerk, H. <br />City Manager Sokoll advised that the first item for business would be to consider <br />action on $17,500.00 budget for Parks and Recreation Department. Mayor Malone <br />gave background on the $17,500.00 budgeted for the Aikin Elemintary School stating <br />that funds were first appropriated for land and that the School Board had recommended <br />that the School would furnish the land and requested that the City use the $17,500.00 <br />for purchase of equipment for the playground area; that the City use the playground <br />area after school during summer for it's recreational programs. City Councilman <br />Francis expressed concern over a period of time that the City would be permitted <br />to use the ground as a recreational area. Mr. Lonnie Kennemer, a menber of the <br />Board of Trustees of the Paris Ind. School District, appeared before the Council <br />stating that there was no problem for a 10 year period agreement or a long term <br />lease agreement; that the Gym would also be available in the summer for the City's <br />recreational programs. Mr. Dick Boots, Director of Parks and Recreation Department <br />appeared before the Council and presented a drawing of the proposed recreational <br />development for the A. M. Aikin School. After discussion, a motion was made by <br />Councilman Kohls, seconded by Councilman Kyle to appropriate the $17,500.00 to <br />the A. M. Aikin School for recreational equipment. The motion carried 7 ayes, <br />O nays. <br />Resolution No. 2045 resolving that approval is hereby given and granted to the <br />Lamar County Housing Finance Corporation to provide financial assistance with <br />respect to purchasing, improving and constructing homes located within the <br />corporated limits of the City of Paris, Texas, and nothing herein shall be <br />construed to be a waiver of any building code requirements or standards prescribed <br />from homes located within the City in connection with the approval herein granted <br />to said Corporation. <br />
