3 <br />Mayor Malone announced that the next order of business would be consideration of <br />recommendations made by the Traffic Commission. <br />Mayor Malone announced that there was a request for a loading zone in the 100 <br />block of hest Grand Ave. in front of the old Federal Building which was recommended <br />for approval by the Traffic Commission. It was announced that the Down Town Dev. <br />Association had requested postponement of action on the loading zone. After <br />discussion, a motion was made by Councilman Williams, seconded by Councilman <br />Kyle referring the request back to the Traffic Commission for further study. <br />The motion carried 7 ayes, 0 nays. <br />On the request for stop sign on 11th Street N. E. and Pine Bluff, and recommenda- <br />tion by the Traffic Commission, a motion was made by Councilman Wortham, seconded <br />by Councilman Burnett authorizing the preparation of an Ordinance. The motion <br />carried 7 ayes, 0 nays. <br />Mayor Malone announced that the Traffic Commission had recommended a 20 MPH Speed <br />Zone around the Aikin Elementary School. A motion was made by Councilman Burnett, <br />seconded by Councilman Wortham authorizing the preparation of an Ordinance for <br />presentation at a future Council meeting. Asst. Chief Barnett appeared before <br />the Council and discussed time frames applicable to speed zones around school <br />areas. City Attorney Haynes recommended that the time frames around the Aikin <br />School be the same as all other school zones. Councilman Kyle expressed concern <br />and desires to include the speed zone through the interstion of 31st and Pine <br />Mill Road, Councilman Burnett amended his motion to include the interestion of <br />31st Street and Pine Mill Road and that standard time frames be included around <br />the Aikin School area. Mayor Malone called for a vote on the motion which showed <br />7 ayes, 0 nays. <br />Mayor Malone announced that the next order of business would be consideration of <br />recommendations made by the Airport Advisory Board. <br />City Manager Sokoll gave the following report: <br />The Airport Advisory Board has recommended that the following items be purchased <br />and installed: (1) a 10,000 gallon tank (2) used fuel truck and filter separator <br />system (3) pump and miscellaneous items for a total estimated cost of $25,650.00, <br />$16,500.00 has been budgeted for this current fiscal year for the purchase and <br />installation of a 10,000 gallon tank, pump and miscellaneous items, and a 100' <br />2" line. The current estimated cost to go this route would be $31,850.00. The <br />cost differential is attributable to inflation and the fact that we were not <br />aware that the filter separator would be required. It is necessary that the City <br />change its storage of jet fuel from an above ground to an underground method to <br />comply with state law. If the City accepts the Board's recommendations, we will <br />have $9,150.00 over -run in the Airport budget but this does seem to be the best <br />alternative. <br />City Manager Sokoll stated that an alternative would be moving the aboveground <br />tank near the.water tower on a temporary basis at a cost of $3,000.00 to $4,000.00 <br />plus $9,000.00 for buying a used fuel truck, and at the end of approximately one <br />year require a permanent solution for locating the jet fuel tank. <br />Mr. Jim Collier, Airport Manager appeared before the Council and discussed the <br />matter. <br />After discussion, a motion was made by Councilman Francis, seconded by Councilman <br />Northam to approve the alternative of moving the above ground tank to a location <br />near the water tower, and purchasing a used fuel truck. The motion failed, 2 ayes, <br />5 nays, Councilman Francis and Councilman Northam voting aye. A motion was made <br />by Councilman Wortham, seconded by Councilman Kohls to table the item. The motion <br />carried 5 ayes, 2 nays, Councilman Francis, Councilman Northam voting nay. <br />
