39 <br />Mayor Malone declared the public hearing open on the request of Cloyd Scroggins <br />to place a mobile home adjacent to his dwelling at 3620 Clarksville Street. <br />Mr. Scroggins appeared before the Council stating the mobile home would be a <br />temporary home for his mother -in -law. <br />Mayor Malone called for opponents to <br />expressing concern that the placement <br />the value of residential property. <br />appear and Mrs. Mary Jopiing appeared <br />of a mobile home in the area would lower <br />After discussion, the public hearing was declared closed, and a motion was made <br />by Councilman Williams, seconded by Councilman Francis approving the request <br />for a residence of the mother -in -law of Mr. Scroggins occupancy only. The <br />motion carried 6 ayes, 1 nay, Councilman Kohls voting nay. <br />Mayor Malone declared the public hearing open on the request of James Mason to <br />place a mobile home on Lot 2, City Block 134, located in the 600 block of blest <br />Sherman Street. <br />Mayor Malone called for proponents to appear, and Mr. James Mason appeared <br />in his behalf stating that he desired to place a mobile home on a permanent <br />basis to be occupied by his mother. Appearing in behalf of the petition was <br />Mrs. Elizabeth Mason, 333 5th S. W. and Mrs. Weida Jones 649 7th S. W.. <br />Mayor Malone called for opponents to appear and Mr. Robert Burns appeared <br />representing six property owners within 200 feet of the area. Mr. Skip <br />Steely, 801 West Sherman Street appeared before the Council in opposition <br />to the mobile home stating that he would like to see the neighborhood up- graded <br />and did not feel that the mobile home would do so. Mr. Gerald Byas also appeared <br />in opposition. <br />Mayor Malone delcared the public hearing closed, and a motion was made by Council- <br />man Kohls, seconded by Councilman Williams to deny the request. The motion <br />carried 5 ayes, 2 nays, Councilman Wortham and Councilman Kyle voting nay. <br />Mayor Malone requested the Council to skip to item 11 on the agenda concerning <br />the Red River Authority. A motion was made by Councilman Burnett, seconded by <br />Councilman Wortham to approve the request. The motion carried 7 ayes, 0 nays. <br />Mr. Pat Bassano, President, Chamber of Commerce appeared before the Council <br />requesting the adoption of a Resolution to include Bowie, Red River and Lamar <br />Counties in the Red River Authority for future bank stabilization and navigation <br />on the Red River. <br />Resolution No. 2047 requesting the State Legislature to include Lamar, Bowie, <br />and Red River.Counties in the Red River Authority was presented. A motion <br />was made by Councilman Burnett, seconded by Councilman Kyle for adoption of the <br />Resolution. The motion carried 7 ayes, 0 nays. <br />
