F r CITY OF PARIS CITIZEN PARTICIPATION PLAN Relative to Community Development Block Grant Program I. Introduction A. Purpose: The purpose of this Citizen Participation Plan Y^ is to set forth policies and procedures that will be im- plemented by the City to assure compliance with require- ments for Citizen Participation in the planning and im- plementation of Community Development Block Grant (CDBG) Projects funded by the Housing and Community Development Act of 1977. B. Policy: The City shall: II. Plan � r 55 1. Provide citizens with adequate information as to the purpose, requirements, eligible activities and avail- able funds of the CDBG Program prior to preapplication. 2. Hold at least two public hearings to obtain citizen views and input to the program development prior to preapplication. 3. Provide citizens with adequate opportunity to Dar - ticipate in the development of CDBG applications and their subsequent implementation. A. The City shall rely upon two modes of communication in its Citizen Participation process. First, the City shall utilize the Public Hearing as a method to disseminate in- formation, to obtain views of citizens on community needs and to receive proposals. Secondly, the City shall utilize the Planning Commission to critically analyze proposals and offer alternatives during the planning process. 1, The Public Hearing shall be used according to the following schedule for the specified purposes. a. Prior to submission of the Preapplication, a Public Hearing will be held by the Planning Commission to receive public opinion and sug- gested projects from the general public and the City's Administrative Staff. Legal Notice of this Public Hearing will be given by publi- cation in the Paris News at least 15 days before the date of the hearing setting forth the time and place the hearing will be held.
