56 <br />b. An additional Public Hearing will be held <br />by and before the City Council, prior to <br />submission of the Preapplication, to receive <br />additional public opinion and suggested pro- <br />gram recommendations from the general public <br />and to receive recommendations from the <br />Planning Commission and Administrative Staff. <br />Legal Notice of this hearing will be given <br />by publication in the Paris News at least <br />15 days before the date of the hearing setting <br />forth the time and place the hearing will be <br />held. <br />c. Prior to submission of the full application, <br />Public Hearings will be held on the proposed <br />application before adoption of the authorizing <br />resolution. <br />2. As provided, the Planning Commission shall review <br />program suggestions, recommend priorities, analyze <br />program feasability and reporti'ts findings to the <br />City Council. These reports shall be made as <br />follows: <br />a. At the final Public Hearing prior to application <br />submittal. <br />3. The City shall provide the Planning Commission with <br />sufficient technical assistance to allow informed <br />judgements of the technical merits of each project. <br />This technical assistance shall come from qualified <br />specialists who are either or, the City's Staff or <br />who are paid consultants to the City. <br />B. The City shall advertise, by fee, any and all Public Hear- <br />ings in the local new media and shall provide news releases <br />to the media in an effort to supplement paid advertising <br />with reported news stories covering the Citizen Partici- <br />pation activities. <br />III, Authority <br />In accordance with requirements of Title 24 CFR part 570.431, <br />this Citizen. Participation Plan is adopted by resolution re- <br />corded in the minutes of the regular City Council meeting held <br />on the 8th day of September, 1980, <br />
