The public <br />hearing was declared closed and <br />ORDINANCE NO. 2532 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, <br />TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID <br />CITY; ESTABLISHING A PLANNED DEVELOPMENT DISTRICT, HOUSING DEVELOPMENT OR <br />COMMUNITY UNIT DEVELOPMENT (PD -b) ON LOTS 4, 5, and 6, BLOCK B, WYNNWOOD <br />ADDITION, ON PROPERTY BELONGING TO LONNIE KENNEMER, DOYLE WHITAKER AND <br />J. W. HARRISION, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED <br />AS A ONE- FAMILY DWELLING DISTRICT NO. 2 (SF -2); AND DESIGNATING THE <br />BOUNDARIES OF THE PLANNED DEVELOPMENT DISTRICT, HOUSING DEVELOPMENT OR <br />COMMUNITY UNIT DEVELOPMENT (PDb), SO ESTABLISHED. <br />was presented. A motion was made by Councilman Williams, seconded by Council- <br />man Kyle for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. <br />City Manager Sokoll presented a re -plat of Lot 1, Block B, Jefferson Heights <br />Addition, and stated that the Planning and Zoning Commission had recommended <br />its approval subject to the Director of Public Works exception. A motion was <br />made by Councilman Wortham, seconded by Councilman Williams to approve the <br />re -plat subject to the Director of Public Works exception. The motion carried <br />7 ayes, 0 nays. <br />City Manager Sokoll presented the final plat of Sunrise Estates, Part 1, <br />and informed the Council that the Planning and Zoning Commission had recommended <br />approval of the final plat subject to the Director of Public Works exceptions <br />and to annexation and proper zoning. A motion was made by Councilman Williams, <br />seconded by Councilman Kyle to table the item for action at a later time in <br />this meeting. The motion carried 7 ayes, 0 nays. <br />Joe McCollum, Director of Community Development appeared before the Council <br />and informed them that J. T. Dunkin & Associates were making recommended <br />revisions for up- dating the Zoning Ordinance. <br />City Attorney Haynes presented petitions from the Paris Ind. School District <br />to change the zoning on the First Ward School site, Fourth Ward School site, <br />and the East Paris School site to Multi- Family One District; and a petition <br />from Ralph Shelton, II for a change in zoning on Lots 25A, and 28, City <br />Block 259 from a Single Family Two District, to a 2F District. <br />Mayor Malone referred the petitions to the Planning and Zoning Commission for <br />their study and recommendations and called for a public hearing at the next <br />regular council meeting. <br />Mayor Malone called for a report of the Committee appointed to study the <br />garbage and trash collection. Councilman Kohls, Chairman of the Committee, <br />recommended that the City initiate a once a week garbage pick up effective <br />July 1, 1981 with an additional charge of $2.00 per month added to the water <br />bill for collection by the Water Department, and that additional personnel <br />and equipment be considered in the 1981 -82 budget. <br />Mr. W. L. Wells, Mr. Richard Turner, Gary Barolet, Mr. Larry Jordan, and <br />Delbert Cotton appeared before the Council and spoke against the City enter- <br />ing into the additional sanitation service. <br />
