89 <br />City Manager Sokoll presented a petition from residents of 11th Street N. E. <br />north of Blake Road for street paving and water line improvements. Rev. C. B. <br />Wallace, and Mrs. Pauline McCarty appeared before the Council in behalf of the <br />petition. <br />City Manager Sokoll advised that the project could possibly be accomplished <br />through the Community Development Block Grant, but would require two public <br />hearings in that 11th Street N. E. north of Blake Road had not been included <br />in the original planning. After discussion, a motion was made by Councilman <br />Williams, seconded by Councilman Burnett to call the two public hearings <br />concerning the Community Development Block Grant, and that the interested <br />people be invited. The motion carried 7 ayes, 0 nays. <br />Resolution No. 2059 accepting the Sewer Facility Plan, Environmental Assessment, <br />Transcript of Public Hearing, and other related Step 1 documents was presented. <br />A motion was made by Councilman Williams, seconded by Councilman Wortham for <br />adoption of the Resolution. The motion carried 6 ayes, 1 nay, Councilman Francis <br />voting nay. <br />,,�4 <br />
