MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />November 10, 1980 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />November 10, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: Travis Wortham, Billy J. Burnett, W. C. Francis, <br />Ron Kyle, and Walter F. Williams. Also present were City Manager, R. W. Sokoll, <br />City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by Rev. Larry Solice. <br />Mayor Malone asked if there were any corrections to the minutes of previous meetings, <br />furnished to the Council members. There being none, the minutes were approved. <br />Mayor Malone announced that the first order of business would be consideration of <br />recommendations made by the Planning and Zoning Commission. <br />Mayor Malone asked the Council to consider an Ordinance establishing Historical <br />Landmark and Preservation Committee to review demolition permits. <br />ORDINANCE NO. 2536 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS PROVIDING FOR ARCHITECTURAL AND <br />HISTORICAL REVIEW PRIOR TO THE ISSUANCE OF DEMOLITION PERMITS; PROVIDING FOR <br />A PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES <br />IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF DECEMBER 1, 1980. <br />was presented. A motion was made by Councilman Burnett, seconded by Councilman <br />Williams for adoption of the Ordinance. The motion carried 6 ayes, 0 nays. <br />Mayor Malone declared the public hearing open on the petition of Ralph B. Shelton <br />II for a change in zoning from a one Family Dwelling District #2 to a Two Family <br />Dwelling District on Lot 25A and Lot 28, City Block 259, located on the esat side <br />of 25th N. E. south of Hickory Street. <br />Mayor Malone called for proponents to appear and Mr. Ralph Shelton appeared in <br />behalf of the petitioners. <br />Mayor Malone called for opponents to appear and none appeared and the public hearing <br />was declared closed. <br />ORDINANCE NO. 2537 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, <br />AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISH- <br />ING A TWO- FAMILY DWELLING DISTRICT (2F)ON LOT 25A AND A PART OF LOT 28, CITY BLOCK <br />259, ON PROPERTY BELONGING TO RALPH B. SHELTON, II, SO AS TO INCLUDE THEREIN <br />TERRITORY FORMERLY DESIGNATED AS A ONE- FAMILY DWELLING DISTRICT NO. 2 (SF -2); AND <br />DESIGNATING THE BOUNDARIES OF THE TWO- FAMILY DWELLING DqSTIRCT (2F,) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Burnett, seconded by Councilman <br />Wortham for adoption of the Ordinance. The motion carried 6 ayes, 0 nays. <br />Mayor Malone declared a public hearing open to consider annexation and appropriate <br />zoning upon annexation of a 74.5 acre tract of land located east of Loop 286 N. E. <br />between U. S. Highway 82 and Pine Mill Road, adjacent to the present city limits. <br />
