No one else appeared before the Council and the annexation portion <br />of the public hearing was declared closed, and the zoning portion continued to <br />the next regular Council meeting. <br />Mayor Malone declared the public hearing open on the proposed preappiication to <br />the Department of Housing and Urban Development for a Community Development Block <br />Grant. _ <br />Mrs. Maurine Thompson, 421 8th S. E. suggested funds be used to acquire and develop <br />the old First Ward School property for parks and recreation purposes. <br />Eddie Woerner, 3410 Fargo, requested lighting for the north softball field at <br />Wise Field Park, additional lighting at Travis Field and Record Park ball field <br />along with off street parking and bleachers at Travis Field. <br />Rev. C. B. Wallace, 1481 11th N. E. requested paving and water improvements on <br />11th N. E. between Grove Street and Hickory Street. <br />Earl Scott, 1005 14th N. W. requested paving on 14th N. W. from Shiloh to Franklin <br />Street. <br />Verlene Bills, 1412 Franklin Street requested paving for Franklin Street. <br />Lillie Mae Moore, 1546 14th N. E. requested paving on 14th N. E. from Hickory to <br />Center Street. <br />Barbara Cooper, 422 E. Henderson requested street and sewer improvements on <br />Henderson Street between 3rd N. E. and 5th N. E. <br />Jackie Alsobrook, 447 Fitzhugh requested additional softball fields for girls <br />ages 10 -12. She said they had about 250 girls in the YWCA program and needed <br />lighted fields for their games. <br />Lonnie Kennedy, 2220 Briarwood stated the need for 3 or 4 soccer fields for the <br />Paris Kiwanis Club Soccer League. Presently have 450 participants. <br />A. R. Martin, 1870 Graham Street requested paving for 11th N. W. between Phillips <br />Street and Campbell Street. Requested funds from current grant if available and <br />from proposed grant otherwise. He also requested some funds be set aside for the <br />cleaning of vacant lots where owners could not be located. <br />Blake Bills, 945 Garrett Street, requested water and paving and drainage <br />improvements on W. Garrett Street. <br />George Fisher, 1037 Fitzhugh Ave. stated fund should be used for sewage, water, <br />and paving improvements. He stated that unused funds from the existing grant <br />might be used to complete the paving of E. Hickory Street. <br />Barney King, 547 E. Price Street, President of the Lamar County Association for <br />Retarded Citizens, stated the need to provide housing for the adult retarded <br />citizens of the area. He stated that a residential structure to meet their needs <br />would cost around $100,000.00 and that a site was available on Paris Jr. College <br />property located on S. Collegiate Drive adjacent to the Foster Home for children. <br />The facility would serve from 12 to 18 persons. <br />
