769 <br />Mayor Malone announced that the next order of business would be consideration <br />of recommendations made by the Traffic Commission. Asst. Chief Barnett appeared <br />before the Council stating that the Traffic Commission had recommended approval <br />of a request to remove stop signs at 19th N. E. at Cherry Street and 19th N. E. <br />and Booth Street. Chief Barnett advised that a traffic count was presently be- <br />ing made at the locations. After discussion, a motion was made by Councilman <br />Farris, seconded by Councilman Williams to table any action until the traffic <br />count had been completed. The motion carried 7 ayes, 0 nays. <br />Discussion was had on the request to install stop signs on Hickory Street at <br />Fitzhugh Ave. for east and west bound traffic and was advised that the Traffic <br />Commission had recommended that the request be approved. A motion was made by <br />Councilman Francis, seconded by Councilman Williams authorizing the preparation <br />of an Ordinance for stop signs on Hickory Street at Fitzhugh Ave. The motion <br />carried 7 ayes, 0 nays. <br />Mayor Malone requested the Council's consideration for approval of a Commercial <br />Operators Permit from Metro Airlines. A motion was made by Councilman Williams <br />seconded by Councilman Farris approving a Commercial Operators Permit for <br />Metro Airlines. The motion carried 7 ayes, 0 nays. <br />Mayor Malone called for a report from Councilman Francis, Chairman of the Sewer <br />Infiltration /Inflow Committee, and the following report was submitted. <br />PARIS SEWAGE TREATMENT FACILITY <br />The Paris City Council Water and Sewer Committee would like to submit the <br />following reasons for recommending a single Sewage Treatment Plant located at <br />the present location north of Paris. <br />1. A second treatment plant south of Paris would present an environmental <br />problem to our community in several ways. The creeks south of Paris would <br />have to absorb the treated effluent which is never a desirable condition. <br />The prevailing wind in the Spring and Sumner is from the south which at <br />times would present an odor problem in the southwest part of the City. <br />The odor problem at the North Plant effects a considerable area around its <br />location on Pine Creek. <br />2. Better control of maintenance is facilitated by a single processing <br />location. <br />3. Close observation at all times provides close control of process, A <br />single plant provides undivided attention. <br />4. Operating and maintenance personnel can work in one area rather than <br />commute between two locations 25 miles apart. <br />5. Upgrading of facilities of present processing plant could be started <br />in the next Budget Year in advance of any Federal and State aid we might <br />receive to aid in our overall plan for the future. <br />6. If future development should move to the South in the distant future, <br />and additional plant might be considered. All indicators now point to <br />development to the North. <br />7. It seems that our best efforts should be directed to bringing our <br />present plant to a state of efficiency capable of meeting all State and <br />
