C. B. Wallace cited the need for water and paving improvements on 11th N. E. from Grove Street to Center Street and on E. Hickory Street between 11th N. E. and 14th N. 'E. A. R. Martin requested completion of paving improvement on 11th N. W. between Henderson and Campbell Street. No one else was present to speak and Mayor Malone declared the public hearing closed. He stated that the city staff would prepare a program based on the hearing and submit it to the Council for approval. Mr. McCollum submitted staff's recommended program for the 1981 Community Development Block Grant Pre - application consisting of the following: 1. Housing Rehabilitation (approximately 30 units) $175,000.00 2. Park Improvements 40,000.00 3. Drainage Improvements 150,000.00 4. Installation of 6" water main and /or sewer mains and paving for the following streets: a. 12th N. E. - Hickory north to end b. 13th N. E. - Hickory north to end c. 14th N. E. - Hickory north to end d. E. Henderson St. - 3rd N. E. to 5th N. E. e. Sante Fe St. - Main St. to 3rd N. E. f. Center St. - Fitzhugh to 15th N. E. g. Oak Ave. - Main St. to 2nd N. E. h. 2nd N. E. - Oak Ave. to Center St. i. W. Garrett St. - 7th N. W. to 11th N. W. j. 14th N. W. - Shiloh to Franklin k. Franklin St. - 14th N. W. to 15th N. W. 1. W. Walker St. - 13th N. W. to 19th N. W. m. 18th N. W. - Shiloh to Campbell n. Long St. - Main to Church o. 3rd S. E. - Washington to Jackson p. Polk St. - 5th S. E. to 10th S. E. q. Cedar St. - 5th S. E. to 8th S. E. r. Oak St. - 8th S. E. west to end * Water Improvements will include upgrading of fire hydrants and new service connections to residences. Proposed paving consists of 8" base material with double penetration surface treatment. No curb and gutter is proposed. Water & Sewer $162,000.00 Paving 238,000.00 Engineering, Contingency & Administration 85,000.00 Total items 1, 2, 3, & 4 850,000.00
