MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL February 18, 1980 The special meeting of the City Council of the City of Paris was held Monday February 18, 1980 at 5:15 P. M. Mayor Malone called the meeting to order with the following Councilmen present: George Fisher, Jr. Walter F. Williams, Billy Joe Burnett, Ronald Kyle, and W. C. Francis. Also present were City Manager, Robert W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. Mayor Malone stated that the special Council meeting was called for the purpose of a policy review regarding the Emergency Medical Service operations. Mayor Malone presented a report of the Ambulance Committee as follows: REPORT OF AMBULANCE COMMITTEE Recommendations: 1. Reaffirm City policy of making every reasonable effort to collect for services rendered from the responsible party. 2. Reinstated policy of accepting assignments for payment from Medicare - Medicaid recipients - that the amount received from Medicare - Medicaid for emergency and medically necessary calls will be accepted and the responsible part will receive no further bill (in accordance with Federal Law) - that the City will continue to cooperate in filing for M & M and will make every effort to transmit necessary data provided by the cooperation of the patient or nursing home in order to establish proof of emergency or medical necessity. 3. After making reasonable effort to collect in the event the claim is refused by M & M the the full amount for the service. In the case in a nursing home, the home will be billed by contractual relationship exists between these which holds them responsible. from M & M for services rendered responsible part will be billed of M & M recipient who resides the City, recognizing that a institutions and the State A motion was made by Councilman Burnett, seconded by Councilman Williams for adoption of the report as read.
