79, <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />April 14, 1980 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />April 14, 1980 at 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: George Fisher, Jr., Jim Farris, Billy Joe Burnett, <br />Ronald Kyle, Walter F. Williams, and W. C. Francis. Also present were City <br />Manager, R. W. Sokoli, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by the Rev. C. D. Hilburn. <br />Mayor Malone asked if there were any corrections to the minutes of previous <br />meetings furnished to the Council members. There being none, the minutes <br />were approved. <br />Mayor Malone announced that the first order of business would be consideration <br />of recommendations made by the Planning and Zoning Commission. <br />A motion was made by Councilman Fisher, seconded by Councilman Burnett to take <br />from the table a previously tabled subject concerning revision of Sub - division <br />regulations. Director of Public Works, Darrell Gunn appeared before the Council <br />stating that he had recommended two inch asphalt surfaceing as opposed to one <br />and one -half inch. <br />Mayor Malone advised the Council that the Planning and Zoning Commission and <br />Building Commission both recommended approval of the proposed sub- division <br />changes as had been previously submitted to the Council with the exception <br />of leaving the one and one -half inch asphalt concrete. The Building Commission <br />had already gone on record opposing the adoption of the State's specifications. <br />The Planning and Zoning Commission recommended that the City use the State's <br />specifications as a guideline for street construction. A motion was made by <br />Councilman Burnett, seconded by Councilman Fisher to take two matters under <br />consideration separately in the proposed Ordinance, that is, (one) - Standard <br />Street width and (two) - two inch compacted thickness, hot mix asphalt concrete <br />pavement. <br />Discussion was had on standard street width as contained in the proposed Ordinance <br />calling for a standard street, being 28 feet from back of curb to back of curb. <br />Present Ordinance calls for a'standard street width of 39 feet with City part- <br />icipating in cost of street over 39 feet. After discussion, a motion was made <br />by Councilman Fisher, seconded by Councilman Williams to omit the 28 feet standard <br />street from the Ordinance. The motion carried 7 ayes, 0 nays. <br />Discussion was had on the two inch asphalt surface after which a motion was made <br />by Councilman Francis, seconded by Councilman Kyle to leave the Ordinance as is <br />at two inches. The motion carried 7 ayes, 0 nays. <br />ORDINANCE NO. 2494 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, AMENDING ORDINANCE NO. 1315 OF <br />THE CITY OF PARIS, PROVIDING FOR REVISION OF PARTS OF SECTIONS III, IV, VII, AND <br />VIII; PROVIDING FOR A PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDINANCES OR <br />PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF <br />MAY 1, 1980. <br />
