A <br />motion was made by Councilman Fisher, seconded by Councilman Farris approving <br />the recommendation of the Traffic Commission. The motion carried 7 ayes, 0 nays. <br />Colonel James Lynch, Emergency Preparedness Co- Ordinator for the City of Paris <br />appeared before the Council and explained the City of Paris Emergency Preparedness <br />Operation Plan. Colonel Lynch also explained and discussed the Emergency Alert <br />Warning System with the Council. A motion was made by Councilman Williams, seconded <br />by Councilman Burnett to approve the Emergency Alert Warning System. The motion carried 7 ayes, 0 nays. <br />Mayor Malone announced that the Council would consider the request of David <br />Buster for Council review of liquidated damages charged against his firm on the <br />Blake Road contract for delay in completion time. <br />Mr. R. T. Gregory representing Shimek, Jacobs & Finklea Engineering Firm, <br />Consultants for the Blake Road Project appeared before the Council and explained <br />the reason for the liquidated damages in the amount of $6,000.00 Mr. David Buster -T- <br />owner of David Buster Construction Company appeared before the Council defending <br />his position of delay of completion of the project and requested the payment of <br />the $6,000.00. Mr. Buster stated that the Utilities Companies had not been in any <br />hurry in moving utilities poles; that the delay partly was caused by the availability <br />of lime; that several days could not be worked because temperature was below forty <br />degrees. <br />After discussion, City Manager Sokoll recommended that he and staff meet with the <br />Contractor and check more closely on none workable days. A motion was made by <br />Councilman Francis, seconded by Councilman Fisher, to table the request of the <br />Buster Construction Company for further study by City Manager Sokoll and staff. <br />The motion carried 7 ayes, 0 nays. <br />Mayor Malone called for the reading of an Ordinance calling for a public hearing <br />for the purpose of assessing property owners for street improvement on Blake Road. <br />
