MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL <br />January 18, 1978 <br />A Special Meeting of the City Council was held on January 18, 1978 at 5:15 P.M. <br />Mayor James M. Brunette called the meeting to order with the following Councilmen <br />present: George Fisher, Jr., Michael Malone, David Philley, Walter F. Williams <br />and Raymond Wunsch. Also present were Acting City Manager H. C. Greene, City <br />Attorney T. K. Haynes and Acting City Clerk Joe N. McCollum. <br />Mayor Brunette called the meeting-to order stating the first item of business <br />was to consider a request from the Airport Advisory Board. <br />Bruce Carr, representing the Board, addressed the Council and explained Metro <br />Airlines efforts before the Civil Aeronautical Board to become a certificated <br />carrier and to expand its Paris route. He urged the Council to support Metro <br />Airlines in its endeavor and to help in presenting justification of the certificate. <br />Councilman Wunsch made a motion to authorize support of Metro Airlines to become <br />a certificated carrier and to expand its Paris route. The motion was seconded by <br />Councilman Fisher. <br />City Attorney. Haynes advised the Council that this action could involve injoining <br />Metro and appearing before the Civil Aeronautical Board in Washington, D.C. <br />Understanding this the question was called for and the motion carried 6 ayes, <br />0 nays. <br />Authority to participate with some 67 other Texas cities served by Texas Power and <br />Light Co. as an intervener in the rate case pending and in the hiring of a consultant <br />by the cities was considered. <br />Mayor Brunette stated there appeared to be some confusion as to whether the <br />authorization had been approved or not and it should be settled if Paris is to <br />participate. ' <br />Councilman Malone asked who would pay the fee of the Touche -Ross consulting firm <br />engagedto file information pertinent to the rate increase. Mayor Brunette advised. <br />that T.P. &L. would pay for it if we are part of the Texas Municipal League cities <br />effort. Coucilman Malone said he did not feel the consultant could be objective <br />if T.P. &L. pays for it and that he objected to the way the rate increase had been <br />handled. <br />Travis King, District Manager of TP &L advised that the law states that the utility <br />company must pay for reasonable expenses incurred by cities in matters such as this. <br />
