2 3 <br />. <br />District No. 2 (SF -2) to Commercial District (C); Archie Bray and Helen Bray Lot 1, <br />City Block 254A, Single Family District to General Retail; W. D. McGuinness and <br />Morgan Johnson Lot 18A and 19, City Block 249, from Single Family No. 2 District <br />to General Retail. Mayor Malone referred the petitions to the Planning and Zoning <br />Commission for their study and recommendations and called for a public hearing at <br />the next regular Council meeting. . <br />Mayor Malone announced that the next order of business would be consideration of <br />recommendations made by the Traffic Commission. <br />Discussion was had on the recommendation of the Traffic Commission to place "No <br />Truck Traffic" signs on Collegiate Drive between Clarksville Street and Lamar Avenue. <br />Mr. Wayne Griffin, Traffic Safety Coordinator, appeared before the Council- stating <br />that a survey had been made showing twelve trucks within an eight hour period which <br />were not local traffic had been counted. He stated that citizens in the area had <br />recommended the signs. Discussion was, had on truck traffic on Collegiate Drive that <br />was necessary for delivery of goods and services to the Crockett Middle School. <br />After discussion, Mayor Malone on general consent of the Council referred the matter <br />back to the Traffic Commission for further study. <br />Mayor Malone announced that further discussion would be had on the replat of Lot 24, <br />City Block 312, postponed earlier in this meeting. Councilman Farris who was <br />excused earlier for this item left the Council chambers. After further discussion <br />a motion was made by Councilman Williams, seconded by Councilman Philley to refer <br />the matter back to the Planning and Zoning Commission for further study. Motion <br />carried 6 ayes, 0 nays. <br />Councilman Farris entered the Council Chamber and assumed his chair. <br />Mayor Malone directed the Council's attention again to recommendations by the Traffic <br />Commission. <br />Mr. Wayne Griffin, Traffic Safety Coordinator, advised the Council that the Traffic <br />Commission had recommended to alter the existing lane structure of Clarksville Street <br />between 12th S.E. and 24th S.E. by creating two lanes of traffic for eastbound traffic <br />and one lane for Westbound traffic, and elimination of the left turn protected lane <br />on !,Westbound traffic turning South on 12th Street S.E. Mr. Griffin advised that the <br />left turn count did not meet standards for that intersection and that the Highway <br />Department recommended elimination of the left turn. After further discussion a <br />motion was made by Councilman Williams to approve the recommendations of the Traffic <br />Commission. The motion was - seconded by Councilman Wunsch and carried with 6 ayes, <br />one nay. Councilman Philley voting nay. <br />Mr. Griffin advised that the Traffic Commission had recommended creating a protective <br />left turn lane for southbound traffic from 20th Street N.E. East onto Lamar Avenue. <br />After discussion a motion was made by Councilman Wunsch, seconded by Councilman Burnell —.. <br />approving the recommendation of the Traffic Commission. Motion carried 7 ayes, 0 r,. <br />
