MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />July, 12, 1978 <br />A Special Meeting of the City Council was held on July 12, 1978, City Council <br />Room, 8:00 A.M. Mayor Michael E. Malone called the meeting to order with the <br />following Councilmen present: B. J. Burnett, Jim Farris,.David Philley, Raymond <br />Wunsch and Exalter F. Williams. Also present were City Manager Robert W. Sokoll, <br />City Attorney T. K. Haynes and City Clerk H. C. Greene. <br />Mayor Malone advised that the special meeting was called to consider a report <br />of the City Manager concerning the water supply situation from the Water Treat- <br />ment Plant to the City of Paris. City Manager Sokoll advised the Council that <br />voluntary rationing had been called on July 11 at 11:00 A.M. and that the City <br />was losing storage water in spite of requested voluntary water rationing. <br />City Attorney Haynes advised that an ordinance was required authorizing the <br />Council to order emergency measures when a state of emergency existed concerning <br />water supply. <br />Ordinance No. 2399 <br />"AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PRO- <br />VIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE <br />AMENDED BY ADDING A SECTION TO BE NUMBERED 31 -30, PRO- <br />VIDING FOR THE EMERGENCY RATIONING OF CITY OF PARIS <br />WATER; PROVIDING FOR A PENALTY NOT TO EXCEED $200.00; <br />REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN <br />CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE <br />OF JULY 12, 1978." <br />was presented. Motion was made by Councilman Wunsch, seconded by Councilman <br />Williams for adoption of the ordinance. Motion carried 6 ayes, 0 nays. <br />Resolution No. 1877 resolving that outside useage of City of Paris water be pro- <br />hibited beginning 8:00 A.M. on the 12th day of July, 1978 and that such mandatory <br />rationing shall remain into effect until 8:00 A.M. bn the 15th day of July, 1978 <br />and thereafter the rationing procedures established in Section 31 -30 of the Code <br />of Ordinances of the City of Paris shall remain in effect until further notice. <br />Motion was made by Councilman Farris, seconded by Councilman Burnett for adoption <br />of the resolution. Motion carried 6 ayes, 0 nays. <br />
